Position Summary:

The Budget Analyst plays a critical role in managing the College's budget, with a primary focus on Position Control. In collaboration with Human Resources, the Budget Analyst ensures that all full-time positions are managed in accordance with college policies and approved budgets. The role also involves monitoring and tracking personnel changes to maintain alignment with approved hiring levels. Additionally, the Budget Analyst contributes to the development and maintenance of the annual budget, ensuring accuracy in budget uploads and transfers within the ERP system. As a key member of the budget team, the Analyst supports both the Budget Director and Senior Reporting and Financial Analyst, while working with College leadership to provide timely and accurate financial analysis. The Budget Office ensures that the Board of Trustees, College officers, and departmental personnel have access to critical financial data and insights.

Essential Functions:

  • Serve as the primary expert in position control and budgeting, ensuring personnel actions comply with College policies and are executed within budgets approved by the Board of Trustees.

  • Monitor personnel changes, ensuring any financial impact aligns with approved budgets

  • Review and approve personnel actions, i ensuring alignment with institutional goals for hiring, terminations, changes, reclassifications, and periodic stipends.

  • Assist in the development and implementation of new processes and systems within the College, ensuring alignment with budgetary goals.

  • Provide support to Accountants and Budget Managers in maintaining balanced departmental budgets.

  • Deliver training to accountants and budget managers on budget planning and reporting software, adhering to fund accounting regulations.

  • Assist in preparing communications and reports for the State Board of Education and other governmental bodies or private organizations regarding the College's budget.

  • Continuously seek opportunities to enhance accounting and budget procedures, workflows, and internal controls.

  • Collaborate with cross-functional teams to improve operational efficiencies in preparing budgets and reporting financial performance.

Minimum Qualifications:

  • Bachelor's degree in Accounting is preferred; however, a degree in Finance or a related field with equivalent experience may be considered.

  • Functional understanding of accounting principles and demonstrated experience in financial reporting, analysis, and reconciliations.

  • Proven experience with Power BI in building financial reports and dashboards.

  • Intermediate to advanced proficiency in Microsoft Excel and familiarity with the broader Microsoft Office suite.

  • Prior experience with AXIOM budgeting software is an advantage.

  • Strong analytical and organizational skills, with the ability to convey complex financial information to non-financial stakeholders clearly and effectively.

  • Previous experience in budget or accounting roles within higher education is highly desirable.

  • Exceptional attention to detail, with the ability to manage multiple priorities and perform effectively under pressure.
