Job Description

CACI is seeking an Budget Analyst, that develops plans including budgets and schedules to meet contractual/project requirements for an assigned portion of a program.

What You'll Get to Do:

  • Supports programs forecasting with financial analytics.

  • Participates in establishing and defining program plan requirements and conducts program plan studies.

  • Monitors and reports performance against plans to ensure that contractual, cost, and schedule objectives are met.

  • Prepares estimates to complete (ETC) and spend plans, audits subcontractor invoices, and provides briefings and related documentation and reports for financial assessments supporting corporate and Government requirements.

  • Forecasts and tracks financial results throughout the year to meet budget projections.

  • Organizes budget templates and data in a clear and intuitive manner.

  • Helps identify financial or operating risks associated with the execution of the contract or project.

  • Provides project summary status reports to management as required or requested

You'll Bring These Qualifications:

  • Top Secret (TS) security clearance with Sensitive Compartmented Information (SCI) eligibility.

  • Requires associates degree (in Finance, Accounting, Business Administration) or equivalent, and two to four years of related (technical program planning and implementation, contract interpretation, budget development, and/or government project administration) experience.

  • Knowledge of DAR/FAR and other applicable government regulations

  • Experience must include integrated program analysis, ability to quickly gain expertise in program specific requirements, budget preparation for complex projects and narrative justification, preparation and presentation and work with various types of Government funding with emphasis on Army.

  • Demonstrated expertise in the use of Microsoft Excel applications.

VIEW JOBS 12/19/2018 12:00:00 AM 2019-03-19T00:00 KForce Government Solutions (KGS) is seeking an experienced Budget Analyst to support DTRA's Program and Budget Division in providing budget formulation, tracking and reconciling agency approprition controls, and integration support. This position is a senior position supporting the O&M Appropriation Manager within the Agency and will provide: DAILY RECURRING DUTIES: a. Daily Agency-level reporting: funding controls, FADs, execution against OSD goals, reprogrammings, Sec 802, expenditure type (OC/SOC) ceilings, contracted services ceilings, etc. Creation of new reports as needed from raw data. b. Daily Reconciliation of controls against what is loaded in the finanical system and identify and correct and out of balances. c. Complete Reprogrammings betweens budget lines in the accouting system. d. Updated controls daily. MONTHLY RECURRING DUTIES: a. Ensure appropriations are in balance for month end close. ANNUAL RECURRING DUTIES: a. Provide support to the development and formulation of Agency budget and program financial resource requirements to include: Agency POM/budget process; budget milestones, instructions, and guidance; Planning, Programming, Budgeting and Execution (PPBE)- related events schedule; program/budget database control and administration; and Agency Program/Budget Guidance (PBG) fund controls. b. Support the management and distribution of current year Agency Total Obligation Authority received from OSD by appropriation. c. Read Committee reports and assess Congressional language and intent as pertaining to the Agency. d. Apply financial management knowledge in integrating input from various sources to assist in formulating Department responses to a variety of taskers and actions. Provides support to Division and Branch Chiefs in development/coordination of packages; conduct substantive language edits of all packages, ensure that all packages are properly staffed within the Department, Directorate, and Agency, as required, prior to forwarding for approval/signature. e. Assist in preparing briefings from various budget data positions, ensuring consistency among all Program and Budget Division/Agency briefings, to include congressional briefings. Ensuring that budget information is correct and consistent with previous/current budget submissions. f. Support the development, preparation, submission, and justification of DoD and congressional exhibits and requests for Agency resource information for the Future Years Defense Program (FYDP), POM, Budget Estimates Submission (BES), President's Budget, and amended budget. g. Assist in gathering data for financial reporting for the President's Management Agenda; the Agency's Financial Balanced Scorecard; monthly metrics reporting; and other management performance reporting as required. h. Support the Agency's efforts in preparing for and engaging in the OMB/Office of the Secretary of Defense (OSD) budget review processes and the DTRA Program Review and Resource Management Decision (RMD) processes. i. Support the development of budget and appropriations presentation materials in accordance with prescribed formats and configuration controls of technical and budgetary data. j. Provide DTRA program/budget interface/liaison with the OSD Office of the Director of Cost Assessment and Program Evaluation (CAPE), Office of the Under Secretary of Defense (Acquisition, Technology and Logistics) (OUSD (AT&L)), and OUSD(C) on program, budget, and execution issues, and interpret OSD/OMB Budget Guidance for applicability to Agency submissions and to ensure compliance of Agency submissions. MINIMUM REQUIREMENTS: * Minimum of 3 years in a DOD Service/Agency Budget Office is required. * Must have particpated in multiple End-of-year closeouts in a budget shop. * Extensive experience reconciling controls against amounts loaded in financial system and identifying any out of balances and their causes. * Extensive experience with excel including pivot tables and formulas. * Extensive experience with daily execution reporting against OSD goals. * Bachelor's degree is required. * Secret Clearance is required.       Previous Applicants If you have previously applied to a position on our website, input your e-mail address and passwordbelow to login.
