We are hiring two Budget Analyst 4 positions.

The Budget Analyst 4 works within the Central Budget Office of FSD and the assigned portfolio for Community Services, Energy and Housing Divisions:

  • Providing expert-level budget analysis.

  • Developing and monitoring operating and/or capital budgets and FTE's.

  • Providing financial consultative services for programs within CSD, HD, or Energy.

  • CSD, HD, and Energy have multiple complex funding sources, this position could work with State General Funds (flexible and proviso), Dedicated Funds, Capital Funds, Private-Local Funds, Federal Funds and/or Non-Appropriated Funds.

Duties

Provides Expert-level Budget Services For Complex Federal, State, Local, Private, Capital, and Inter-Agency Programs

  • Independently researches and interprets the State Administrative and Accounting Manual (SAAM), RCW's, WAC's, federal rules/regulations, and Commerce policies to provide in-depth consultation services to a specific unit(s) for financial related questions. This is coordinated with federal, other state agencies, agency budget and accounting staff, program staff, and/or the CSD Operations Manager. Provides backup consultation services for other Budget Analysts when assigned staff are unavailable or need assistance.

  • Reviews and records federal grant agreement requirements, working directly with program staff to ensure appropriate regulations and reporting requirements are followed. Monitors federal expenditures and revenue to ensure timely draw requests and expenditures stay within federal grant caps, providing recommendations to program managers based on findings. Develops the biennium budget(s) and subsequent allotments (initial, supplemental, and periodic adjustments) for each program, in collaboration with the Managing Director, Program Manager, and the CSD Operations Manager (CSDOM).

  • Independently reviews and makes recommendations tor modifications or approval to the unit(s) management team. Using financial data from statewide and agency financial systems, provides oversight and recommendations to program managers for associated revenue and expenditure patterns. Independently and/or in conjunction with other Central Budget Office team members, designs, develops, and implements computer models, spreadsheets & reports for projections and analysis of fiscal data. Independently prepares and interprets other reports (e.g., historical data, revenue projections) as requested by managers within the division. Develops and updates monthly variance reports to provide managers with a monthly snap shot of allotments to expenditures. Runs projections & provides reports to Managing Director of Budget, Managing Director of Community Economic Opportunity, Division Staff & supervisor and creates ad hoc budget reports as tools for managers as needed.

  • Completes, provides, and facilitates the monthly financial status review reports and meetings for the Managing Director and program managers on budget status, needs, concerns, and recommendations for program managers. In a team approach and/or independently, directs the analysis and resolution of program fiscal challenges with program managers, and in partnership with the CSD Operations Manager, to accounting staff and budget staff. Prepares necessary journal vouchers and/or allotment adjusts when necessary.

Participates in Direct Billing and Closing Out Funding Periods

  • Reviews, updates and approves all direct billing associated to Accounting assignments on a monthly, quarterly and yearly basis, utilizing Enterprise Reporting and Contract Management System, IDIS, federal awards, and grant and loan details.

  • Determines accurate information for entry of all closing adjustments; accrual journal vouchers for contracts, grants, loans, capital, and revenues by analyzing general fund state, federal and dedicated fund expenditures data for accuracy. Makes recommendations or, by request of Program Manager, prepares necessary journal vouchers and/or directs eligible expenditures to close out funding period.

Budget and Fiscal Research Analysis

  • Independently conducts complex fiscal research and analysis, as needed, based on the financial health of the unit/division or staffing cost estimates. Additional budget/accounting research on specific funds or programs may directly be made from the Assistant Director, Managing Directors from assigned areas, CSD Operations Manager, Agency Budget and/or Accounting Managers.

FTE/Staff Allocation Analysis

  • At the portfolio level, works directly with Managing Director to ensure proper FTE distribution and tracking. Reviews and monitors program allotments, requests and position actions as they relate to budget and FTE impacts. Recommends approval, modification or disapproval of allotment requests and position actions based on established program plans, fiscal or policy considerations. Coordinates with CSDOM regarding changes to ensure alignment at division level.

Required Qualifications:

  • Bachelor's degree in business, public administration, accounting, economics or statistics. (Additional years of professional level experience may substitute year-for-year for education.)

AND

  • Five years of professional experience in budgets, management or program analysis that includes working with multiple fund sources (state, federal, private, local, and fiscal notes), interagency agreements, and dedicated funds.

  • Professional experience working with Washington State financial systems: Web-Intelligence/Enterprise Reporting, BDS, SPS, TALS, AFRS, etc.

  • Knowledge and professional experience working with state and federal budget and accounting process, rules, and regulations and the legislative process.

  • Professional experience with fiscal note preparation and/or review.

  • Direct experience managing Operating and/or Capital budget resources, including calculating quarterly expenditure projections and appropriation requests for Operating and/or Capital budgets.

  • Proficient in Excel, Power Point, and other Microsoft Office software

Desired Qualifications:

  • Experience working with programs that provide services for low-income or vulnerable children and adults.

  • Experience with Payroll and Related Report, Salary Projection System, Excel and Word.

  • Experience with OFM Budget Systems, Enterprise Reporting and Web Intelligence.

Work from Anywhere In Washington State

This position may be located anywhere within Washington State though occasional travel to a Commerce office building or in-state travel to attend events or meetings may be required. If selected, you will need to travel to pick up equipment and receive instruction. Many Commerce employees work remote or have a hybrid schedule.
