Salary: $64,788 - $87,144 Annually

We're looking for an expert in budget monitoring and analysis to join our team.

The Opportunity:

As a Budget Analyst 4 with the Financial & Business Services Division, you will utilize your expertise in budget monitoring, analysis, and creation to help ensure fiscal sustainability for assigned programs within DCYF. In this job you interact with all levels and functions of the Agency, including collaborating with the Cost Allocation Unit, program managers, the Fiscal Review Team, and other Budget team members. This position reports directly to the Program Budget Manager which works out of our Olympia, WA Headquarters office.

Some of what you will get to do:

  • Prepare monthly program status reports for management; including analysis and projections of program spending, grant utilization, performance reporting, and other projects. This includes monitoring program expenditures to ensure they meet the intent and expectation of the program and agency spending plan.

  • Analyze staffing levels and review vacancies.

  • Analyze contract requests and provide funding recommendations to the Budget Manager, Budget Director, Deputy Chief Financial Officer and Chief Financial Officer.

  • Provide fiscal data and prepare complex fiscal reports, in accordance with GAAP governmental auditing standards and budgeting guidelines.

  • Respond to the agency, OFM, legislative, and other requests for fiscal-related inquiries.

  • Coordinate with the Cost Allocation Unit to monitor the utilization of grants that fund programs within the incumbent's assigned portfolio.

  • Develop accurate annual spending plans based on the biennial and supplemental budget for programs and monitor the expenditures to ensure fiscal sustainability.

  • Prepare and submit spending plan change requests, as necessary.

  • Prepare, in partnership with programs, decision packages, and other documents necessary to submit the biennial and supplemental agency budget request.  This includes performing research and compiling data with programs to build the justification for budget requests.

  • Develop cost models to substantiate costs.

  • Review and analyze legislation to prepare Fiscal Notes during the Legislative session.

  • Ensure DCYF expends proviso funds consistent with legislative intent; monitor proviso spending and ensure all eligible expenditures are coded or transferred to the appropriate proviso throughout the year to ensure the fiscal year is closed efficiently.

  • Prepare fiscal year close accruals, as necessary, in coordination with Accounting.

  • Monitor and calculate contract amendments.

  • Work with contract managers on contract expenditures and budgets associated with contracts.

  • Develop budgets, which may include multiple funding streams, for annual contract awards.

  • Develop and manage complex funding spreadsheets for contractor awards which include linking sources and data to obtain a variety of information, including program budget reporting, contractor budget, and contract site-level information.

Required Qualifications:

  • A Bachelor's degree with major study in business, public administration, accounting, economics, or a related field, and five (5) years of professional experience in budgets, management, or program analysis.

OR

  • Equivalent education/experience totaling nine (9) years.

Degree must be obtained from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA), or foreign equivalent verified by a NACES-approved organization at naces.org.

Foreign Equivalency certification must be attached to the application for degrees obtained outside the U.S. Incomplete applications may be screened out of the recruitment process.

In addition to those required qualifications, our ideal applicant will also have some or all of the following:

  • A Master's degree with major study in business, public administration, accounting, economics, or a related field.

  • Minimum of three years of experience managing budgets and coordinating fiscal projects. Previous demonstrated ability providing ongoing monitoring and analysis of all facets of a programs spending including grants and contracts.

  • Previous demonstrated work experience in the development and design of a program and/or agency spending plans.
