Parks' Budget Office within Administrative Services is a great place to work. We are a small group of five, though a mighty team that is committed to fostering a supportive and engaging work environment where team members are encouraged to learn and grow.

This position reports to the Budget Director and directly supports the Commission's mission and vision by providing budgetary and analytical support for the agency. Functions include biennial and supplemental budget preparation, allotment development, expenditure and revenue analysis, program analysis, consultative services to programs and preparation of reports and budgetary information for decision-making. Additional responsibilities include parks reviews and supporting the ongoing maintenance of asset management.

Duties include, but are not limited to:

  • Responsible for the coordination, preparation, implementation, monitoring, evaluation, and leading of assigned program(s) and cost centers; performs analysis on a wide range of budget related issues.
  • Prepares and enters initial and ongoing operating budget allotments for Office of Financial Management (OFM) approval by using the statewide Allotment System (TALS).
  • Develops and maintains management expenditure reports for assigned program(s) and cost centers; compiles and prepares readable and understandable reports, graphs, and charts for management and the legislature, as needed.
  • Reviews and approves position action requests based on established program spending plans, fiscal or policy considerations, and available funding.
  • Reviews legislation for fiscal impact and prepares a bill analysis on proposed legislation, as assigned; prepares comprehensive narrative statements and supporting financial information for assigned fiscal notes.
  • Provides ongoing support for the Budget SharePoint page and updates, as necessary.
  • Conducts onsite reviews of parks which involves traveling to roughly 50% (62 locations per year) of Parks 124 individual park locations, encompassing 3-4 weeks twice a year in the Spring and Fall. Some reviews will include overnight stays.
  • Supports the Fleet Coordinator with the fleet management system.

REQUIRED QUALIFICATIONS:

To qualify for this role, a candidate bust possess one (1) of the following education and/experience options:

  • Master's degree with a focus in accounting, business, economics, finance, public administration or related field.

OR

  • Bachelor's degree in accounting, business, economics, finance, public administration, or related field AND two (2) years of experience defined below.

OR

  • Associate's degree with a focus in accounting, business, economics, finance, public administration or related field AND four (4) years of experience defined below.

OR

  • Six (6) years of experience defined below.

AND

  • Valid unrestricted driver's license (other than corrective lenses).

The experience required:

Work experience in accounting, business, economics, finance, public administration or related field.

Please Note: Possession of a Certified Government Financial Manager certificate can substitute for one (1) year of experience.

DESIRED QUALIFICATIONS:

  • Bachelor's degree in accounting, business, economics, finance, public administration or related field.
  • Proficient in Microsoft Excel, Word, PowerPoint, and Teams.
  • Experience in Washington State government accounting or budget and knowledge of the state budget process, including building a budget and preparing allotments.
  • Proficient in Excel, Word and PowerPoint.
  • Experience with Washington State's accounting and budget systems - Enterprise Reporting, BudgetWorks (ABS, CBS, SPS, RPM, and TALS), HRMS, Bill Analysis System, and Fiscal Note System.
  • Experience reviewing and writing legislation analysis and fiscal notes.
  • Experience communicating technical issues to a non-technical audience.
