Job Description

This position is being recruited in both Anchorage and Juneau; final location is based on the location of the selected candidate.

Please note: The wage listed above will increase effective July 1, 2024, in accordance with the bargaining unit contract.

What You Will Be Doing

This position serves as the department's sole budget analyst and is responsible for completing both the technical and professional aspects of budget development, review, implementation, and reconciliation on behalf of the department.

This position is responsible for fully executing the required deliverables for all budget requests; preparing, reviewing and tracking all of the department's budget scenarios; providing daily guidance and support across all three divisions on a variety of administrative subjects and tasks such as hiring waivers and expenditure approvals; corresponding on behalf of the department with external entities such as the Governor's Office, the Office of Management and Budget, executive staff in client agencies, the Legislative Finance and Legislative Audit Divisions, and legislative staff; and, provides interpretive guidance and consultative services to the department's executive management team

Mission and Culture

The Administrative Services Division provides core administrative services essential to the day-to-day operation of the Department of Law.

Centralized administrative services include:

  • management and financial forecasting,
  • fiscal and accounting,
  • timekeeping and billing,
  • procurement,
  • human resources,
  • information technology services, and
  • software support.

These services enable the department to achieve its mission to prosecute crime and provide legal services to state government for the protection and benefit of Alaska's citizens

The environment is professional, friendly, and supportive. Juneau offices for the division are located at the top floor of the second tallest building in the city, the Dimond Courthouse, across from the Alaska State Capitol building. Anchorage offices are located in the Brady building in downtown Anchorage, with views overlooking Cook Inlet.

Upon the successful completion of the probationary period, this position would be eligible to telework.

Who We Are Looking For

We are particularly interested in candidates with any combination of experience and education that provides the applicant with the following competencies:

  • thorough knowledge of the principles and practices of public governance, public budgeting and fiscal management, including analytical and research techniques;
  • demonstrated ability and experience with interpreting complex data from accounting and budget system for a variety of stakeholders, and producing regular management reports;
  • considerable skill with articulating complex and nuanced concepts clearly and concisely, as well as cultivating and maintaining delicate professional relationships with a variety of stakeholders ; and
  • a high level of integrity, dependability, discretion, and independence.

Minimum Qualifications

One year of full-working professional level experience analyzing and reviewing budgetary data and information; preparing analysis, reports, and recommendations on budgetary information; and utilizing electronic information management systems. This is met by service as a Budget Analyst 2 with the State of Alaska or the equivalent elsewhere.

OR

Two years of full-working level professional experience in accounting or auditing; financial management, budget analysis, management, or projection/forecasting, budget legislation or policy analysis; economic or management analysis and projection; or conducting research, analysis, and interpretation of economic, budgetary, and fiscal information and making presentations and recommendations on results to management.

OR

Two years of experience as a business executive or manager establishing and implementing policies, goals, objectives, and procedures; conferring with board members, organization officials, and staff members; directing and coordinating an organization's activities to fund operations, maximize investments, and increase efficiency; and reviewing reports such as financial statements, sales and activity reports; and other performance data to measure productivity and goal achievement and to determine areas needing cost reduction and program improvement.
