This position is located at the State Parks Administrative Office in Baton Rouge, LA.

This position is in a Career Progression Group up to a Budget Analyst 4. MINIMUM QUALIFICATIONS:

A baccalaureate plus two years of professional level experience in accounting; financial auditing; budgeting; procurement; human resources; policy planning; statistical analysis; or financial services.

SUBSTITUTIONS:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

A master's degree in business administration, accounting, finance, human resources, public administration, or statistics will substitute for one year of the required experience.

NOTE: Any college hours or degree must be from an accredited college or university.

Generally from a Budget Manager or other higher-level fiscal position.

Job Distinctions:

Differs from Budget Analyst 2 by greater complexity and number of variables in budget(s) prepared, reviewed, and monitored.

Differs from Budget Analyst 4 by the absence of serving as a technical specialist over assigned programs.

Differs from Budget Manager by absence of supervisory responsibilities.

The Department of Culture, Recreation and Tourism-Office of State Parks (OSP) supports 36 statewide field units comprised of historical sites and recreational parks. The agency has an annual budget of approximately 34 to 40 million from all means of finance.

The primary purpose of the position is to perform highly complex budget management functions, including budget preparation and analysis; financial analysis, reporting and monitoring; contract monitoring; purchasing monitoring and LaCarte for the Office of State Parks.

50%     Operational Budget Management

  • Compiles and analyzes historical operational data for budget assessment.

  • Compares and contrasts tactical needs coupled with Strategic Plans in preparation for agency reporting. Works with Administrative Program Director on any operational adjustments.

  • Monitors and forecasts revenue and expenditures to identify and report trends and potential funding problems.

  • Proposes alternatives to spending and revisions in the agency budget.

  • Prepares budget adjustment and fund transfer requests.

  • Prepares budget and revenue projections under direction from the Administrative Program Director.

  • Advises Administrative Program Director concerning remaining budget amounts and/or changes to existing.

25%      Purchasing and Accounts Payable

  • Receives, reviews, and verifies supplemental receiving reports and invoices for accuracy and completeness

  • Advises personnel regarding compliance with purchasing rules and regulations.

  • Monitors purchase requests of agency personnel to ensure proper coding and documentation.

  • Verifies supporting documentation is in compliance with State Purchasing Rules and Guidelines.

  • Ensures procurement information is provided to Property Control officer for tagged property.

  • Monitors recurring monthly charges to ensure sufficient encumbrances to cover remaining purchase orders.

  • Oversees Accounts Payable functions, including processing of invoices for payment, tracking of invoice payments, auditing of invoices against purchase documents and reconciliation of discrepancies.

20%      LaCarte Purchasing Card

  • Oversees and posts audit approval of all LaCarte Visa purchasing card statements, logs, and receipts and supporting documentation.

  • Serves as advisor to the Administrative Program Director in the design, development, training and implementation of fiscal and budget reporting systems and in the notification of any adjustments to the current systems.

  • Oversees the compilation of transactional data from the banking institution's transaction database.

  • Oversees the transit file for all error reporting until error is resolved
