The Opportunity

WSDOT is seeking a skilled Budget Analyst 2 to support the Aviation division in Tumwater, WA. The WSDOT Aviation Division fosters the development of aeronautics and the state's aviation system to support sustainable communities and statewide economic vitality. This position assists the division in maintaining good financial health through budget and fiscal planning and monitoring. The selected candidate will perform independent budget and program planning analysis by preparing and monitoring the divisions biennial budget and provide program managers with clear and consistent financial data.

What to Expect

Among the varied range of responsibilities held by this position, the Budget Analyst 2 will:

  • Prepare and monitor the division's biennial budget.

  • Run monthly budget reports and provide program managers accurate, clear, and consistent financial data; coordinate program and divisional budget planning.

  • Review and analyze expenditures versus planned budgets, monitor trends, and recommend spending adjustments as needed to stay within the biennial budget.

  • Provide guidance on divisional budgetary issues and respond to questions or requests from the Budget and Financial Analysis office.

  • Conduct complex planning and budget studies of ongoing and proposed programs. Recommend alternate courses of action to supervisor, deputy director, and/or director.

  • Review program allotment requests and modify, or propose allotment adjustments based on established program plans, and fiscal, or policy considerations.

  • Review the division's revenue sources and provide budgetary impacts to the director, supervisor, and program managers.

  • Manage the budget requirements of assigned commissions or groups outside of the division.

  • Recommend changes in existing procedures to improve program budget management and applications.

  • Assist in the development of procedures and instructions in presenting operating budget requests to program managers.

  • Review or process invoices, payments, and purchase card transactions to ensure accurate and prompt payment in compliance with GAAP, statutes, regulations, and policies and procedures. Assist with audits of the Aviation's fiscal processes.

  • Assist program managers in planning for federal grant needs in current and future budget requests. Analyze and monitor the required state funds required for match.

  • Prepare or assist with the preparation of the Federal Aviation Administration financial grant quarterly, yearly, and close-out reports in coordination with the appropriate program manager.

  • Design and write contract specifications, prepare contracts, facilitate procedures for obtaining necessary legalizing signatures, ascertain necessary bond and insurance requirements, and coordinate contract files.

  • Review grants, agreements, and/or contract proposals and reports for compliance with granting agency policies.

Qualifications

To be considered for this opportunity, one of the following is required:

  • A bachelor's degree in business, public administration, accounting, economics, or statistics AND three (3) years of professional experience in accounting, budget, management, or program analysis.

OR

  • At least five (5) years of professional experience in accounting, budget, management, or program analysis.

In addition to one of the above, the following is also required:

  • Knowledge of state government accounting or budget procedures and GAAP.

  • Knowledge of state government organization and administrative procedures; federal and local government functions; office methods and procedures; and research methods and data collection.

  • Effective verbal, written and communication skills.

  • Skilled in building professional relationships.

  • Thrive in a team environment yet have the ability to work independently on multiple tasks.

  • Proficient using various research methods and data collection.

  • Proven ability to explain budget information for non-financial people to understand.

  • Proficient in Microsoft Office suite of applications to include Outlook, PowerPoint, Excel, Word, and Publisher.

  • Valid driver's license is required due to travel.

It is preferred that qualified candidates also have:

  • Experience supervising staff.

  • Experience in formulating, managing, and executing million-dollar budgets.

  • Experience in managing state budgets using state, federal, and local funds.

  • Experience working with federal, state, and local agencies.

  • Experience working with grants and loans to include pass-through funding.

  • Experience with or knowledge of the Federal Aviation Administration.

  • Knowledge of Washington's Statewide Capital Improvement Program, database systems, and project tracking.

  • The salary range listed includes the legislative approved general wage increase of 3%, effective on July 1, 2024.

  • This recruitment may also be used to fill additional positions per business needs.
