Class Definition

GENERAL STATEMENT OF DUTIES: Works under the supervision of a RIDOT Bridge Maintenance Supervisor/Foreman to assist in other bridge maintenance and construction activities on highways and bridges and to do related work as required.

STRUCTURAL STEEL SPECIALIST - May supervise and direct a crew of Bridge Maintenance personnel in the performance and practice of skilled welding and steel work, supplementing and/or strengthening corroded, damaged, or insufficient portions of the existing steel beams, girders, stiffeners, and diaphragms with additional new structural elements, removal and replacement of portions of existing structural steel as indicated on plans, as described in written specifications, or as directed. Includes removing and disposing portions of existing structural steel; aiding in fabrication; erecting new structural elements; erecting any miscellaneous shields, staging, access, scaffolding; field drilling; field bolting; welding; erecting/installing temporary protective shielding for utilities; field measurements; aiding in preparation of shop drawings; and any other incidental items required to finish this work.

SUPERVISION RECEIVED: Receives assignments of specific tasks from a supervisor/ foreman; work is subject to supervision and inspection during progress and upon completion.

SUPERVISION EXERCISED: On occasion, may supervise the work of those assigned to assist.

Illustrative Examples of Work Performed

To participate in the work of a crew engaged in the maintenance, repair, reconstruction and strengthen of wooden, steel, concrete, and other bridges, box culverts and related structures; to weld and fabricate, to frame out forms and finish concrete, to sand blast and paint, to replace bridge elements, and to pressure wash and clean infrastructure; to assist in other maintenance and construction activities on state highways and bridges; and to respond to seasonal operations, including winter operations as needed.

To assist in the field supervision of and to participate in the work of a crew engaged in the repair, alteration and construction of bridges.

To clean, sand, pigeon feces and various debris from piers, beam seats, decks, drains and the general bridge area.

To cut, fit and splice heavy timbers; lay bridge flooring, build form work and scaffolding, and assemble trusses.

To operate concrete mixers and makes proper mixtures according to specification, and assist in, placing and finishing of concrete.

To do other various joint sealing, pointing, caulking and painting.

To scrape scaling and deteriorated paint, using hand tools, from structural steel and paints steel with primer and proper overcoat.

To assist in washing and cleaning of bridges and structures.

To operate and care for a variety of highway and bridge construction and maintenance machinery and equipment used in operations.

To assist in instructing and training new employees.

To assist in investigatory work precedent to operations.

To participate in general, seasonal, and emergency operations as a safety sensitive equipment operator safety sensitive functions means at all times, from the time an operator begins to work or is required to be in readiness to work until the time he or she is relieved from work and all responsibilities for performing work; all times includes waiting to be dispatched, inspecting, servicing or conditioning, at the driving controls in operation, other than driving time, loading or unloading, supervising or assisting, remaining in readiness to operate, and repairing, obtaining assistance or remaining in attendance upon a disabled commercial motor vehicle.

To be responsible for providing a safe work environment at all times for co-workers and the traveling public by following established work rules and the rules on drug use and alcohol misuse.

As required, to assist in plowing snow and de-icing roads. To perform the functions of this classification in a variety of environmental and weather conditions.

To do related work as required.

STRUCTURAL STEEL SPECIALIST - May lead a crew engaged in the work of maintenance, repair, reconstruction and strengthening of steel bridges, and related structures.

To aid the Engineer in the process of obtaining field measurements of all dimensions and layout information required for the preparation of shop drawings and fabrication.

To weld and fabricate.

To assemble/install structural steel of various bridge components by welding or with high strength bolt assemblies.

To cut, place, rivet, bolt and perform welding work on structural steel of various bridge components, using acetylene cutting equipment, according to layout, design and instructions and grinds edge of material to base to provide necessary base for welding.

To surface prep and clean steel faying surfaces in accordance with written specifications or as directed by supervisors or the Engineer.

Required Qualifications for Appointment

KNOWLEDGE, SKILLS AND CAPACITIES: A working knowledge of the methods and materials used in repairing, renovating and reconstructing roadway structures and facilities, including asphalt, concrete, steel, wood, and other; a general knowledge of the operation, maintenance, and repair of a wide variety of transportation maintenance equipment, including the proper methods and procedures for the type of materials on which and activity in which the equipment is being operated; a general knowledge of emergency procedures for directing traffic during lane closures and detours; a general knowledge of safety practices and precautions in highway maintenance work; a working knowledge of the practices, materials and methods used in the fabrication of steel bridges and steel bridge parts; a working knowledge of the materials and methods commonly used in the repairing, altering, maintenance or construction of bridges, replacing expansion joints; a familiarity with the materials and methods used in borings used in bridge construction or maintenance; a general skill in the operation and maintenance of a variety of highway maintenance equipment; some skill in arc welding, acetylene welding, oxygen cutting and in riveting; the ability to follow oral and written instructions and keeping written records of work; and related capacities and abilities; the ability to work under hazardous conditions; regular and reliable attendance required; carry-out work assignments with minimum supervision and provide supervision when required; the ability to work effectively and professionally with co-workers, contractors and general public.

STRUCTURAL STEEL SPECIALIST - Superior skill, knowledge, and experience with the methods and materials used in welding, cutting, bolting, erection, and fabrication of steel for removing, repairing, and strengthening various steel components for bridges and other structures. Highly skilled in arc welding, acetylene welding, oxygen cutting, and bolting of high strength structural steel.

EDUCATION AND EXPERIENCE:

Education: High School diploma or equivalent

Experience: Must be able to traverse all areas of bridges and work at heights. Post-offer pre-employment drug or alcohol testing and criminal background check

Or, any combination of education and experience that shall be substantially equivalent to the above education and experience. A valid Rhode Island Commercial Driver's License (CDL) is preferred but not required.

STRUCTURAL STEEL SPECIALIST - Minimum of five (5) years employment in heavy construction labor working with steel structures, welding, cutting, bolting or fabrication of steel in the maintenance of bridges or similar structures or employment in the fabrication of structural steel bridge components or similar structural repairs.

SPECIAL REQUIREMENTS:

Upon appointment and continually thereafter:

1.1.Compliance with the USDOT Federal Regulations of the Omnibus Transportation Employee Testing Act of 1991 and the State of Rhode Island's Drug & Alcohol Testing Program Policy & Procedures is a mandatory requirement and a condition of continued employment.

  • 1.2.A physical examination, with spirometry and respiratory clearance, as evidenced by a physician's certificate.
  • 1.3.Must obtain and maintain a valid Rhode Island Driver's License and must maintain as a condition of employment.

2.Upon appointment, must have completed the New England Laborers' Training Academy Courses or equivalent courses for:

  • 2.1.Bridge Construction, Renovation, and Demolition 40-hour course • The course must include Lead & Silica training, and Scaffold training
  • 2.2.Hoisting and Rigging 40-hour course and Scaffold Builder 24-hour course

3.Within six (6) months of appointment and continually thereafter:

  • 3.1.Must obtain and maintain a Hoisting License with an Aerial Lift Restricted Endorsement and Hydraulic Crane Restricted Endorsement, as regulated by the Rhode Island Department of Labor & Training.

4.OSHA 30 certification (Construction Industry)

Upon appointment, must have completed the New England Laborers' Training Academy Courses or equivalent courses for: Welding 80-hour course

This position is responsible performing bridge repairs and maintenance activities necessary to keep our inventory in a good state of repair.

This position will generally lead the sections of effort to repair and maintenance structural steel elements.
