For candidates within a 35-mile radius of the Black Mountain office, this will be an office-based position with r a hybrid telework schedule. Candidates may be home-based if they live more than 35 miles from the Black Mountain office.

This position is a part of the Nursing Home Licensure and Certification Section's management team and is located in the Black Mountain office and reports to the Section Chief.  The primary purpose of this position is to manage the day-to-day operations and supervise a multi-disciplinary professional staff in the Section's western region of the State.  Responsibilities include:

  • Implementing survey processes in accordance with The Centers for Medicare and Medicaid Services' (CMS) State Operations Manual and meeting (CMS) performance standards.

  • Performing daily quality performance reviews.

  • Developing skills and competencies in survey staff.

  •  Communicating with CMS about surveys and enforcement on a regular basis.  T

  •  Responding to public inquires and providing regulatory information and education

About the Division of Health Service Regulation and the Nursing Home Licensure and Certification Section:

The Division of Health Service Regulation (DHSR) provides for the health, safety and well-being of individuals through effective regulatory and remedial activities including appropriate consultation and training opportunities and by improving access to health care delivery systems through the rational allocation of needed facilities and services.

The Nursing Home Licensure & Certification Section provides regulatory services to nursing home providers so that they can improve the quality of services they deliver through regulatory compliance; resulting ultimately in safe quality care, quality of life, and safety of residents and citizens who utilize nursing home services.To receive credit for all of your work history and credentials, you must list the information on the application form. Any information listed under the text resume section or on an attachment will not be considered for qualifying credit. Qualified candidates must document on the application that they possess all of the following:

  • Thorough knowledge of Code of Federal Regulations, Title 42 Chapter IV Subchapter G Part 483, Subpart B-Requirements for Long Term Care Facilities.

  • Thorough knowledge of Medicare State Operations Manual as it pertains to skilled nursing facilities.

  • Thorough knowledge of Principles of Documentation.

  • Must be Surveyor Minimum Qualifications Test qualified.

  • Demonstrated strength in deficiency determination.

  • MANAGEMENT PREFERENCES:

  • Intermediate Microsoft Office skills.

  • Thorough knowledge of North Carolina General Statutes, Chapter 131E: Health Care Facilities and Services, Article 6 - Health Care Facility Licensure Act.

  • Thorough knowledge of North Carolina Administrative Code 10A NCAC 13D Rules for the Licensing of Nursing Homes.

  • Knowledge of Office of State Human Resources (OSHR) Personnel, Department of Health and Human Services (DHHS), Division of Health Service Regulations (DHSR) and Nursing Home Licensure and Certifications (NHL&C) Section policies.

  • PHYSICAL REQUIREMENTS:

Standing/Walking/Lifting/Fingering/Talking/Hearing/Smelling.

Ability to lift their own luggage (20 - 50 pounds).

Must have close visual acuity,

Master's degree in a health or human services related field from an appropriately accredited institution and three years experience in surveying, clinical and/or administration of a program in a related health field, two of which must have been in a supervisory capacity;

  • OR-

Bachelor s degree, preferably in a health or human service related field from an appropriately accredited institution and five years experience in surveying, clinical and/or administration of a program in a related health field, two of which must have been in a supervisory capacity;

  • OR-
