The incumbent is responsible for developing, planning, organizing, and executing the botany program and supporting the invasive species program. This region encompasses a variety of plant communities ranging from desert biomes to subalpine habitats and is home to several rare and endemic plant species.

Responsibilities

Serves as a Botanist providing technical expert assistance to the unit in matters dealing with threatened, endangered and sensitive plant species and plant community and vegetation management. Provides advice and works with other federal land agencies and state agencies in developing sensitive plant lists and plan species management guidelines for plants found on the unit. Makes recommendations concerning which plants should be considered sensitive on the Forest, conducts training in habitat analysis, plant identification, and documentation procedures for threatened, endangered, and sensitive plant species in accordance with forest management plans and objectives.

Serves as a botanical expert when working on interdisciplinary teams interpreting complex botanical situations involving specialist from several management groups and agencies. Monitors effects of Forest Plan implementation on plant communities and interprets trends where management emphasis changes; including fire and grazing programs.

Coordinates with academic institutions regarding specific research and surveys that are periodically conducted on the forest. Reviews environmental assessments and environmental impact statements and makes recommendations to ensure that botanical resources and ecosystem integrity are adequately addressed and considered.

Performs ecosystem restoration including treatment of noxious weeds and other invasive species. Provides input into all planning efforts on ecosystem restoration.

Prepares scopes of work and government estimates for contracted service. Monitors contract progress and resolves problems with the contractor. Develops and conducts a monitoring program at selected plant sites. Develops and oversees contracts and participating agreements for noxious weed/invasive species treatment work.

Chemicals (pesticides) may be used in the treatment of invasive plant species and the incumbent will be required to obtain and maintain a State Pesticide Applicator's License.

Qualifications

You must possess the Basic Requirements identified below to be considered eligible for this position. Transcripts must be provided for qualifications based on education.

Basic Requirements:

1.Degree: Botany; or basic plant science that included at least 24 semester hours in botany.-OR
2.Combination of education and experience: courses equivalent to a major in botany or basic plant science that included at least 24 semester hours in botany, as shown above, plus appropriate experience or additional education. Courses in basic botany, plant anatomy or morphology, cytology, histology, genetics, taxonomy or systematics, algology, mycology, ethnobotany, and those dealing with specific problems of a botanical nature or with specific groups of plants are qualifying. The courses required for mycologists are specific and must have been in mycology.

In addition to the basic requirements, the following additional education and/or experience are qualifying.

GS-07: One year of specialized experience equivalent to the GS-05 grade level. Examples of Specialized experience include: As a trainee, studying and preparing sections of reports on threatened, endangered and sensitive plant species and plant community and vegetation management. Preparing samples and performing data analysis. Preparing graphs and charts.-OR
1 year of graduate-level education or superior academic achievement, -OR

A combination of education and experience listed above.

GS-09: One year of specialized experience equivalent to the GS-07 grade level.

Examples of Specialized experience include: As an advanced trainee, participating in the evaluation and monitoring of the threatened, endangered and sensitive plant species and plant community and vegetation management programs.

Locating, surveying, identifying, and recording threatened, endangered and sensitive plant species information in order to meet environmental assessment requirements. Collecting and summarizing data and administering plant species projects.-OR

Successful completion of 2 full years of progressively higher level graduate education leading to a master's or a master's degree or equivalent graduate degree.-OR

A combination of education and experience listed above.

GS-11: One year of specialized experience equivalent to the GS-09 grade level.

Examples of Specialized experience include: Developing, evaluating, and monitoring threatened, endangered and sensitive plant species and plant community and vegetation management programs.

Conducting and overseeing vegetation inventories, population, and community monitoring. Assisting in the development and implementation of management plans for the protection and enhancement of habitat for special status plants, and the control of noxious weeds or other invasive species.-OR
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.-OR

A combination of education and experience listed above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
