The Department of Finance manages the city's investing, fiscal analysis, budgeting, debt and asset management, tax assessment and collection, and accounting functions as well as establishing, maintaining and enforcing fiscal policies, practices and procedures for the entire City and County of Denver. The Capital Planning and Real Estate Division was established to ensure a more robust, integrated, and comprehensive capital planning and real estate program that supports the city's goals and priorities. The Office of Capital Planning and Programming is focused on overseeing capital financial planning, budgeting, policies and procedures; proposal prioritization and strategic capital planning efforts; development of the city's Six-Year Capital Improvement Plan and capital budget in coordination with departments; administration of Special Districts; oversight of multi-year projects financed with debt or other obligations; and other special projects and financial analysis, among other tasks.

The City and County of Denver offers a competitive salary commensurate with education and experience. The salary range for this position is $110,216.00 - $187,367.00/year. We also offer generous benefits for full-time employees which includes but is not limited to:

Location

The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. Employees must work within the state of Colorado on their off-site days.

What You'll Do

The Office of Capital Planning and Programming is looking for a talented Bond Program Controls Manager to oversee and manage the financial program controls of the $1.2B Elevate and Rise Bond Program, while building up the in-house program controls team for a new bond program.

In this role, you will supervise a team of 2 and will build up an in-house team to perform program controls for a future bond program, which is currently contracted to consultants. You will also be expected to understand the construction environment, project delivery, procurement methods and project/program risk.

Generally, in this position, you will partner with the DOTI bond program team to support the City's 3-year delivery strategy of the remaining projects and to develop and provide program controls, support the program delivery with alignment of resources, understand the constraints of project delivery methods, develop KPIs, report out on program delivery and identify risk of program and project delivery and develop strategies to mitigate that risk. Ensure program delivery meets voter approved scopes and communicates to city stakeholders, council, and the community.

Responsibilities

Specifically, in this Bond Program Controls Manager position, you will be responsible for:

  • Implement a bond program controls division with CPP to include:

  • Cost and Risk Management -

  • Map funding stacks and associated constraints to include grants, capital, bonds to align with timing and availability

  • Cash Flow Development

  • Develop Working capital procedure and tracking process

  • Support DOTI PMs with the alignment of sources and uses, understand the construction contracting process and project delivery

  • Facilitate the identification of cost/risk sharing

  • Perform cost estimates as needed

  • Schedule Management - support the bond program team and project teams with the development of a resource loaded critical path schedule

  • Scope Management - support the project teams with scope development/delivery, and align it with the available project budget while aligning sources and uses.

  • Risk Management - Support Bond program management and project teams with risk analysis and mitigation strategies; evaluate complex projects and identify potential risks and necessary project contingencies

  • Develop KPIs for bond program delivery and reporting

We are looking for someone with some or all the following skills and experience:

  • Cost management experience

  • Prior experience working with bond programs

Minimum Qualifications

  • Education requirement: Bachelor's Degree in Engineering, Chemistry, Architecture, Planning or related field based in a specific position(s).

  • Experience Requirement: Three (3) years of supervisory experience.

  • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.

  • Additional appropriate education may be substituted for the minimum experience requirements.
