JOB DESCRIPTION Title Bond Construction Project Manager Department/Campus Facilities Planning Reports To Director for Facilities Planning Compensation AP 504 Days 226 Revised 09/06/2024 This is a bond funded opportunity subject to the availability of bond funds. PRIMARY PURPOSE:

The Bond Construction Project Manager coordinates all technical and administrative activities between the Facilities Planning department and design professionals, consultants, agents, vendors, contractors, school communities and district staff in the implementation of all JISD new construction and capital improvement bond projects. MINIMUM QUALIFICATIONS Education and Certification Requirements Bachelor's degree in architecture, engineering, science or construction management or five (5) years of experience in building construction, construction management or related field. Valid Texas Driver's License with a good driving record; must meet and maintain liability coverage eligibility Candidate must have satisfactory outcome of fingerprinting background check.

Non-refundable fee (approximately $50.00) paid by employee Special Knowledge and Skills Knowledge of architectural, engineering and construction principles, practices and procedures and applicable federal, state and local building and zoning codes. Extensive knowledge and experience in institutional mechanical, electrical, electronic, plumbing and other special building systems. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.

Ability to monitor the planning and management of several construction projects. Ability to work with other people and resolve problems. Detail orientation, organizational and coordinating abilities.

Interpersonal and negotiating skills. Skill in the use of personal computer and related construction software including scheduling and cost estimating. Working knowledge of the Texas Educational Agency school facility standards Ability to apply concepts of basic algebra, geometry and physics Demonstrate excellent communication skills both oral and written Demonstrated ability to write concise and comprehensive reports of findings, documentation of site conditions, recommendation for actions, etc.

Demonstrated leadership skills Experience: Professional experience in a publicly funded school environment preferred MAJOR RESPONSIBILITIES AND DUTIES: (The following statements describe the general purpose and responsibilities assigned and should not be construed as an exhaustive list of all responsibilities, skills, efforts, or working conditions that may be assigned or skills that may be required.) Serve as project coordinator/liaison with contracted architectural, engineering and management professionals involved in planning, design and construction of projects. Interface with district and school administration, staff, teachers, and communities within area of responsibility to ensure coordination of activities is consistent with district and schools' goals and objectives.

Consult with city, county, state and federal officials to ensure conformity with codes and ordinances regulating construction projects. Make determination of demonstrated competence and qualifications of firms and recommendations to supervisor. Assure conformity of design with program requirements, time schedules, budget limitations, construction codes and district standards and criteria.

Assist in preparing bids and proposals for construction projects. Complete required documents with successful contractors. Inspect work in progress.

Make technical determination of adequacy and compliance of construction with plans, specifications and contract conditions. Develop and review proposals, negotiate fees and request authorization for change orders. Review and make recommendations on applications for payment related to construction.

Recommend approval of completed projects. Coordinate purchase and installation of furniture, fixtures and equipment. Arrange for training personnel to operate and maintain equipment and systems.

Coordinate occupancy with school calendar. Administer warranty work. Develop standardized report format and prepare statistical, narrative, and technical reports including progress reports on status of work, completed projects, funds spent, goals met and justifications for overruns or goals not met.

Participate in professional development activities to maintain current knowledge of personnel rules, regulations, and practices. Maintain a consistent professional demeanor and appearance. Work extended work hours and/or work weeks to include district-wide travel as required throughout the year.

Daily attendance and punctuality at work are essential functions of the job. Supervisory Responsibilities: N/A Equipment Used:

Office equipment - personal computer, printer, calculator, multi-line telephone, software programs and peripherals, copier, fax, and other equipment applicable to position. Communication equipment - radio communication equipment, cellular telephone Video monitoring equipment Qualified candidates will be responsible for their own Mileage. Reimbursements will be consistent with IRS rates.

Sustained posture in a seated position for prolonged periods of time; subject to safety hazards associated with construction sites. Occasional: lifting/carrying, 15-44 pounds Intermittent: crouching and working at heights Frequent: Sitting, standing, walking, climbing stairs and/or ramps, balancing, stooping, kneeling, crouching, crawling, pulling, pushing, reaching, repetitive hand motions, hearing, speaking clearly, visual acuity, distinguishing colors, and driving.

Environmental Factors: Frequent exposure to: temperature extremes (hot and cold), humidity extremes, noise, low or intense illumination, vibration Occasional exposure to: biological hazards (communicable diseases, bacteria, insects, mold, fungi, etc.), work outside, work around moving objects or vehicles, work on uneven surfaces, work alone, work prolonged or irregular hours.
