Consider joining the team at the Oregon Department of Consumer and Business Services - Division of Financial Regulation (DCBS-DFR) in support of the newly created Prescription Drug Affordability Board (PDAB). The PDAB is tasked by the Oregon Legislature to protect residents of this state, state and local governments, commercial health plans, health care providers, pharmacies licensed in this state and other stakeholders within the health care system in this state from the high costs of prescription drugs.

Here's what you will do:

As the Data Analyst, you will serve as a technical resource for the DCBS-DFR Prescription Drug Affordability Board for internal procedures; legislative communication and reporting; and work with the Policy Team regarding development of administrative rules, industry guidance, and legislative proposals. You will identify and review prescription drugs, perform the generic drug market study and annual study, and develop policy recommendations. You will also participate in comprehensive studies of insurance prescription drug distribution and payment systems, processes, and business requirements to evaluate, identify and recommend improvements that effectively reduce prescription drug costs, improve consumer service delivery, and to help better understand prescription drug distribution and payment system.

This position is eligible for remote work on a part-time basis once the incumbent has gained the proficiency to perform work independently. However, regular, scheduled office hours are also required.

This position is permanent, full-time, and represented by SEIU.

The most competitive candidates will possess the following requested skills, experience, and knowledge:

  • Strong analytic and critical thinking skills

  • Excellent communication and collaboration skills

  • Experience in strategic planning, process improvement, and facilitation

  • Expert knowledge of current policy issues in drug pricing, health law, or health insurance law

  • Proficient working with the project management body of knowledge and strong organizational skills to address conflicting priorities and meet imposed deadlines

  • Expert experience in policy development and understanding how to communicate impacts of policy changes on project timelines and initiatives

  • Knowledge of prescription drugs and economics, includes general knowledge of the U.S. health care system

Minimum Qualifications:

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work

OR

  • Any combination of experience and education equivalent to seven years of experience professional-level evaluative, analytical and planning work

This position is with the Division of Financial Regulation (DFR). The division is responsible for ensuring the safety and soundness of financial institutions, the availability and affordability of financial products, and the fair treatment of consumers. Functions include licensing, regulating, and monitoring the conduct of banks, credit unions, financial services providers, health care service contractors, insurance companies, and licensed or registered agents of such entities.
