JOB TITLE: Program Analyst OPNAV N96

PROJECT OVERVIEW:

Provide support to the Director of Surface Warfare (OPNAV N96) on the Chief of Naval Operations staff (OPNAV) supporting OPNAV coordination on Ballistic Missile Defense (BMD) issues with all key stakeholders (fleet commands, acquisition community, other OPNAV directorates, Missile Defense Agency, and Congress). This is a temporary 9 month position.

JOB DESCRIPTION AND RESPONSIBILITIES:

Provide on-site support, strategic analysis, and well-integrated/coordinated support for the Navy BMD programs and policies. Specific tasks include:

  • Perform quantitative analysis and qualitative assessments of integrated air and missile defense (IAMD), anti-ship ballistic missile defense (ASBMD), theater ballistic missile defense (TBMD), homeland defense (HLD), national missile defense (NMD), anti-air warfare (AAW), and cruise missile defense (CMD) of ships and selected ground-based sites and systems, territories, friends, and allies.

  • Represent Navy policy and positions on issues to MDA as directed. This will include reviewing data, producing reports, reviewing and providing analysis on implementing policy changes, identifying positive and negative trend data and providing analysis results for problem resolution.

  • Assist the Government with the evaluation and development of documents, including strategic roadmaps, implementation plans, reports, briefings, speeches, technical research, and concept papers for use by OPNAV N96, Navy senior leadership, and officials within SECNAV, OSD and Congress.

  • Coordinate and facilitate Flag and Secretariat level meetings between Navy senior leadership and MDA.

  • Draft Navy BMD position papers and briefings as required.

  • Assist in the development and coordination of Flag and Secretariat level briefings as required.

  • Provide senior level analytical support expertise in preparations for Navy BMD Enterprise (NBMDE) Review Board, as well as NBMDE Material and Resources Cross Functional Teams. This will include reviewing data, producing reports, reviewing and providing feedback on implementing policy changes, identifying positive and negative trend data and providing analysis results for problem resolution.

  • Provide senior level analytical support expertise in Naval surface warfare operations analysis, PPBE process, operational research, modeling and simulation, systems engineering, and systems analysis. This will include reviewing data, producing reports, reviewing and providing feedback on implementing policy changes, identifying positive and negative trend data and providing analysis results for problem resolution. Provide strategic insight on Sponsor Program Proposal development for the Deputy and Assistant Deputy.

  • Provide senior level analytical support expertise as an Aegis Ashore material development lead. This will include reviewing data, producing reports, reviewing and providing feedback on implementing policy changes, identifying positive and negative trend data and providing analysis results for problem resolution.

REQUIRED SKILLS AND QUALIFICATIONS:

Security Clearance: Secret

  • Active Secret Security clearance

  • Seven (7) years of general experience in program analysis, support and management; at least five (5) years must be hands-on experience in missile defense programs and policies.

  • Ability to produce briefing slides, metric charts, program schedules, and organizational charts.

  • Proficient in MS Office including Word, PowerPoint, Excel, Access and Adobe Acrobat.

DESIRED SKILLS AND QUALIFICATIONS:

  • Support staff experience at OPNAV, NAVSEA or Program Executive Offices (PEOs)/Program Offices directly supporting ships and shipboard systems.

  • Experience includes regular interactions with staff and senior leadership internal and external to affiliated organization.

  • Navy Fleet operational experience.

  • Knowledge of U.S. surface combatant platforms and associated war- fighting characteristics and capabilities for platforms, including experience with the Aegis Weapon System, Aegis Ballistic Missile Defense programs, or other Navy ACAT 1 Programs.
