Applicants must reside in or be willing to relocate to the western region of Washington State. Travel requirements primarily include the western region of the state and some travel to eastern Washington may be required.

A little bit about the CDHY Outreach Team:

The Outreach Team offers statewide services to deaf and hard of hearing students, their families, and the educators that serve them. Our team consists of specialists in: American Sign Language, audiology, counseling, deaf plus, early childhood, educational interpreting, family engagement, spoken language, literacy, school psychology, Signing Exact English, school psychology, social-emotional learning, speech-language, teaching strategies and curriculum, and transition (birth-22). We offer support to students, families, and school districts through direct services, state-wide events, and professional development opportunities. We are a state-wide resource dedicated to ensure that all deaf and hard of hearing students in Washington receive the support they need to reach their full potential and achieve their goals.

The CDHY Birth to 5 Outreach team offers a range of early childhood services including home visits (in-person and virtual visits), developmental evaluations, supporting IFSP development, training & technical assistance, and preparing for transition to preschool services. All of our birth-5 specialists have expertise in working with infants and toddlers who are deaf and hard of hearing, families, and early childhood professionals.

Who we are looking for:

CDHY is currently seeking an experienced and skilled individual to serve as its Birth to 5 Teacher of the Deaf. This position is responsible for providing educational services to families who have children birth-three years of age and consultation support to early childhood providers throughout the state of Washington. The Birth to 5 Teacher of the Deaf position serves on the Statewide Outreach Team, providing consultation/technical assistance for early intervention (EI) providers, preschool staff teams, school district staff, and parents/families. This position supports the mission of CDHY by partnering with professionals from other organizations/agencies to serve deaf and hard of hearing children (ages birth-21), their families, and school teams throughout the state of Washington.

  • Provide direct services through home visits (in-person and virtual visits) by following the IFSP outcomes and individual family priorities.  Share information with parents/families regarding early childhood communication skills development and language acquisition for children who are D/HH.  This will include information about a child's audiology reports, importance of early communication, language acquisition opportunities, social-emotional learning, early brain development, cognitive skills, listening & visual technologies, and other related information.

  • Conducts evaluations for service eligibility determination, supporting public and private programs school districts.

  • Serve as a resource for Family Resources Coordinators (FRCs) and other EI providers to allow for a better understanding of the unique needs and development of deaf & hard of hearing children and their families. Provides appropriate services and resources as needed.

  • Attend conferences and professional development to stay current with evidence-based practices and research in early childhood development, early brain development, language acquisition for Deaf/HH children, infant mental health, cultural competence, and transition to preschool activities.

  • Strives to create meaningful professional relationships with families and professionals.

  • Demonstrates advocacy for all language modalities and experiences.

  • Provide Outreach consultation and technical assistance to school personnel, public and private program professionals, families and caretakers and other resource providers.

  •  Attend and participate in Statewide Outreach Team, Birth-5 Deaf/HH Specialists meetings, and other state and local committees and workgroups, as appropriate.

Required Qualifications:

  • Master's degree in Deaf Education, Early Childhood Development or related degree.

  • Ability to obtain Washington State teaching certification - certification Information: https://ospi.k12.wa.us/certification

  • Fluency in both American Sign Language (ASL) and English written/printed.

  • Ability to demonstrate Deaf Cultural competency.

  • Minimum of 2 years experience working with Deaf/HH children and families.

  • Ability to communicate fluently using American Sign Language and written English.

  • Knowledge of current best practices in early childhood deaf education.

  • Ability to work independently and as a team member of the Early Childhood program.

  • Ability to develop positive working relationships with children, families and other service professionals.

  • Willingness to travel 75% of the assigned working time.

  • Excellent time management and organizational skills.

  • Must pass state and federal background criminal screenings.

Desired Qualification:

  • Current valid driver's license. 

  • 5 of more years of experience working with deaf and hard of hearing children and families.

  • Experience providing professional presentations regarding deaf and hard of hearing education or early childhood development.

Salary Information:

Certificated employees are paid in accordance with the Vancouver Public Schools Salary scale. Certificated employees' salary is calculated using the designated daily rate based upon degree, credits, and years of relevant experience. Certificated staff receive 12-month pro-rated salary and are designated as overtime-exempt employees. This position is scheduled to work 195 days per year.
