The Building Inclusive Peace in Sudan (BIPS) program is a three-year project funded by the Swedish International Development Cooperation Agency (SIDA). It is designed to follow a people-to-people approach by creating a safe space for diverse communities to build mutual understanding, trust, empathy, and resilient social ties by addressing divisions rooted in group differences such as ethnicity, religion, status, gender, and/or political affiliation in Sudan.

Position Summary:

The Grants and Compliance Manager will provide administrative and technical guidance and support to BIPS program leadership, staff and partners on the design of grant applications, guidelines, and regulations for the small grants' mechanism. The Grants and Compliance Manager will work closely with program staff to manage program sub-grantees, and sub-grant budgeting, procurement processes, and compliance. This role involves extensive coordination with field offices and sub-grantees to ensure adherence to financial and legal standards.

Primary Responsibilities:

The Grants and Compliance Manager will be responsible for, as needed up to the assigned LOE, the following tasks:

  • Design and implement small grants management procedures in accordance with donor regulations, such as 2 CFR 200 and FAR, to ensure efficient and compliant grant lifecycle management.

  • Develop and enforce small grants compliance policies that uphold the projects regulations and organizational standards.

  • Review and evaluate grant proposals from local civil society organizations to ensure alignment with program objectives and compliance requirements.

  • Conduct pre-award assessments and capacity building for potential grantees to ensure readiness and compliance with donor requirements.

  • Prepare and finalize grant agreements, ensuring all necessary terms and compliance requirements are included.

  • Monitor and manage grantees' expenditure rates, adjusting work plans and budgets in collaboration with field offices and partners as needed.

  • Oversee procurement plans for small grant-funded activities, ensuring they comply with organizational and donor policies.

  • Maintain comprehensive records of all grant-related documentation and ensure timely submission of reports to donors and stakeholders.

  • Provide training and support to staff on small grants compliance issues.

  • Conduct internal audits and reviews to ensure financial practices and project activities are aligned with established procedures.

  • Capture and share organizational knowledge through case studies and lessons learned to enhance future grant management and compliance efforts.

Education & Minimum Qualifications:

  • Bachelor's degree in accounting, Finance, Business Administration, or a related field required.

  • Minimum of 5 years of experience in grants management and compliance within the international development sector.

  • Comprehensive knowledge of USG rules and regulations related to NGO funding, with an ability to adapt practices to meet the requirements of multiple donors, including SIDA.

  • Extensive experience in managing small grants activities in conflict-affected or politically sensitive environments. Experience with SIDA-funded projects is preferred but not required.

  • Proven ability to manage complex projects, including planning for contingencies and crisis management.

  • Strong organizational and communication skills necessary for effective stakeholder management and community engagement.

  • Proficiency in financial software and databases.

Preferred Qualifications:

  • Master's degree or professional certification in financial management, grants management, or a related field.

  • Fluency in Arabic, in addition to excellent English skills.
