JOB SUMMARY

The Billing Specialist provides billing services to a large number of companies, primarily on government contracts, with an extremely high volume of data.

ESSENTIAL FUNCTIONS

  • Read and understand complex government and commercial contracts with assistance from Lead or Billing Manager.

  • Assist with maintenance of contract funding and billing logs to include balancing them.

  • Create and maintain electronic and hardcopy (if required) billing files.

  • Analyze open billing detail to ensure accuracy and reasonableness of expenses before invoice is processed.

  • Prepare and send out accurate invoices with required back-up in a timely manner. Back-up may include Excel workbooks, timesheets, and accounts payable invoices. Enter invoices into Wide Area Workflow (WAWF) or utilize other customer-designated submittal method.

  • Interact with accountants and project managers on matters that relate to the billing process.

  • Follow-up on needed adjustments for unbilled expenses.

  • Assist with reconciliation of unbilled receivables.

  • Verify billing accounts against accounts receivable ledger to ensure that all payments are accounted for and properly posted.

  • Identify and resolve billing discrepancies and issues with assistance from Lead or Billing Manager.

  • Generate and interpret accounts receivable aging reports with assistance from Lead or Billing Manager.

  • Follow-up and document efforts to collect past-due receivables utilizing the Accounts Receivable Collection and Write-off Forms.

  • Assist with obtaining invoices and back-up for DCAA or internal audits.

  • Assist Lead in documenting contract-specific billing procedures using the Billing Processes Template.

  • Work in a constant state of alertness and in a safe manner.

  • Perform other duties as assigned.

Job Requirements

SUPERVISORY RESPONSIBILITIES

This position does not have supervisory responsibilities.

KNOWLEDGE, SKILLS, & ABILITIES

  • Knowledge of billing terminology.

  • Exposure/experience in billing fixed price, cost plus, and time and materials projects.

  • Experience billing commercial and government contracts preferred.

  • Some experience billing in WAWF and/or other billing systems used by commercial and government entities preferred.

  • Ability to process a high volume of data with high level of accuracy.

  • Ability to prioritize, multitask and meet multiple deadlines.

  • Solid understanding of basic accounting principles, fair credit practices and collections regulations.

  • Ability to calculate, post and manage accounting figures and financial records.

  • Ability to professionally and effectively communicate with employees, business partners, and clients via written and verbal communication methods.

  • Knowledge and skills in computerized accounting systems and knowledge of company-specific software. Proficiency in standard computer software, application programs and e-mail. Typing 45 wpm and 10-key by touch.

  • Ability to visualize, articulate, and solve complex problems and concepts, and make decisions based on available information. Ability to use judgment and discretion.

  • Ability to handle stressful situations and effectively plan and organize duties to meet deadlines.

MINIMUM QUALIFICATIONS

  • High School diploma or GED equivalent.

  • Associate's degree or equivalent from two-year college or technical school preferred.

  • Minimum of one year billing experience and/or training; or,

  • Equivalent combination of education and accounting experience.

  • Exposure to government contracts preferred.

  • Deltek Costpoint or other integrated software experience preferred.

  • Ability to pass a drug, background, reference, and credit check.

Frequent - Bending over, talking, repetitive use of legs, lifting 10 lbs. or less, carrying 10 lbs. or less, distance vision, thinking analytically, using effective verbal/written communication and working with others/alone.

Continuous- Sitting, standing, walking, eye/hand coordination, close vision, color vision, peripheral vision, depth perception, ability to adjust focus, handling stress and emotions, concentrating on tasks, discriminating colors, remembering details, making decisions, adjusting to changes, examining/observing details, inside hot/heat/cold temperatures, and noise.

Occasionally- Reaching overhead, kneeling, pushing/pulling, grasping, lifting 11-25 lbs., carrying 11-25 lbs., outside hot/cold/humid temperatures, sharp objects/tools, fumes, gases, odors, dust, vibration and wet/slippery floors/surfaces.

Additionally, the Billing Specialist; * Meets with clients and guarantors as necessary to discuss insurance coverage, co-payments, deductibles, and to collect appropriate up-front deposits. * Downloads billing files as scheduled and demonstrates an understanding of billing systems. * Consistently meets deadlines in billing secondary insurances, issuing statements & sending Invoices. * Downloads and processes re-bills in a timely fashion, identifying billing errors readily to prevent duplicate denials. * Identifies any billing problems with certification dates. * Works with Providers and AK Medicaid to resolve any certification problems. * Posts all payments and corresponding adjustments accurately and in a timely manner. * Proactively handles all billing issues to get all bills paid timely and follows up on all given outstanding A/R. * Processes paper bills and edits properly per insurance requirements. * Communicates effectively with clients, vendors, and guarantors; tracks information regularly for required tasks. * Communicates effectively with other clinical departments regarding missing information or to obtain correct data. * Performs other duties as assigned. Qualifications EDUCATION/EXPERIENCE: High School Diploma or GED and three years billing experience required. KNOWLEDGE/SKILLS: * Ability to perform assignments with minimal supervision; * Ability to work successfully under highly stressful conditions; * Ability to make sound, independent judgments based on scientific and/or ethical principles; * Capability of adapting to varying workloads and work assignments on a constant basis; * Effective comprehensive reading skills, strong communication skills, written and verbal. * Must have a working knowledge of computers.
