Position Overview: Provides a variety of support and monitoring to the larger ACS Residential and Adoption Foster Care Programs around legal compliance and mandates; The Bi-Lingual Legal Liaison and QI specialist is an Agency's LTS (Legal Tracking System) Administrator and for all youth in Foster Care; Pulls data from LTS and sends out monthly reminders (3 months in advance) to all CPs and Supervisors for all the Permanency Hearing Reports (PHRs) that are coming due across all programs; receives and uploads those PHRs to ACS's Legal Tracking System (LTS). In addition, the Legal Liaison also uses data from LTS to generate reports on PHR compliance monthly; can also provide court coverage for Social workers and Case workers or Case Planners in emergency situations and can assist the case planners in preparing for court readiness. The Bi-Lingual Legal Liaison is also the backup Family Team Conference (FTC) Facilitator and will facilitate FTCs for Spanish speaking families; also, acts as one of the Special Immigration Juvenile Status Liaison for Residential Services. The Legal Liaison also provides training for new staff during Social Work Orientation (SWO) and co-facilitates the scheduling of SWO for all new Social Workers.

Position Qualifications:

  • Bachelor's Degree required.

  • Strong written and oral communication skills, including the ability to speak in public at legal proceedings and independently exercise discretion and good judgment in publicly representing the agency, are required.

  • Quantitative skills, Excel / SPSS, and strong analytic ability strongly preferred.

  • Knowledge of child welfare and juvenile justice systems preferred.

  • Experience with family and criminal court proceedings preferred.

  • Familiarity with ACS and OCFS software systems, rules and procedures preferred.

  • Valid Driver's License.
