The Bilingual Child and Family Wraparound Care Coordinator will facilitate the total wraparound process. This work will include: developing plans of care, providing complex case coordination, procuring needed treatment, coordinating service delivery, reviewing authorization requests, performing utilization management activities as well as coordinating and collaborating with systems partners.

Incumbents in this role need to have a passion for serving complex youth, families and members of a Spanish speaking community. In addition to having experience coordinating with multiple serving systems, individuals should also have strong knowledge of childhood development and the mental health needs of children and youth.

ESSENTIAL JOB DUTIES

Duties may include:

  • Provides or supervises the provision of mental health service coordination for youth with severe mental, emotional, and behavioral problems; facilitates Child and Family Wraparound Team meetings; develops individual Services and Support Plans; and procures needed mental health services and monitor treatment.

  • Plans and coordinates the activities of a specialized service within the mental health program.

  • Works with other child serving agencies to coordinate effective mental health service provision to youth and their families; and identifies needed mental health services.

  • Monitors client progress in department or outside agency programs, including hospitals; and attends agency meetings to review client progress and evaluate need for further services.

  • Maintains caseload records of Child and Family Wraparound Team meetings, evaluations, individual Services & Support Plans, referrals and follow-up reports.

  • Provides information on and referrals to specialty services; and arranges for a variety of goods and services to meet the needs of a child or family needs as identified by the Wraparound team including, but not limited to, respite care, special medical, social or recreational services, etc.

  • Attends a variety of training programs and conferences.

  • Participates in weekly consultation with the Child and Family mental health team to review client needs and monitors utilization and medical necessity of mental health services that are being authorized.

KNOWLEDGE, SKILLS AND ABILITIES

Education and Experience:

A typical way to obtain the knowledge and abilities would be:

  • Must be licensed to practice as a psychiatrist or physician in the State of Oregon; OR

  • Possess a graduate degree in psychology, social work, or other mental health related field; OR

  • Possess a graduate degree in psychiatric nursing, licensed in the State of Oregon; OR

  • Possess registration as an occupational therapist; OR

  • Possess a graduate degree in recreational therapy; OR

  • Possess any combination of education and experience that meets the determination process approved by the Oregon State Mental Health Division at a level of competence consistent with the standards established for qualified mental health professionals.

If you have completed education in a foreign college or university and are using this education to meet the minimum qualifications, you must provide documentation that the foreign education is comparable to that received within the United States' accredited college or university system or your application will not be accepted.

Selection Process:
1.An evaluation of training and experience of submitted application packets will be performed by Human Resources. The timeframe to review will be the week of April 1, 2019.
2.A Subject Matter Expert (SME) Panel will perform an evaluation of experience and training taken from your employment application materials to include responses to supplemental questionnaire. This process will begin after April 8, 2019.
3.Washington County will perform DMV records checks on candidates that successfully pass the SME Panel review step in the selection process. Applicants that do not possess an acceptable driving record or have not submitted their records or Oregon Driver's License number will not pass this step and will be disqualified from this particular recruitment.
4.Our goal is to schedule oral panel interviews with candidates that successfully passed the DMV evaluation step as soon as possible.

Position Summary: In support of the Agency's mission, the Teacher is responsible for developing strong nurturing relationships with young children aged 3 to 5 years, including planning and implementing a developmentally appropriate learning environment that includes meaningful experiences that prepares children for success in school environments. In partnership with the parents, the Teacher also promotes family engagement in their child's learning. Additionally, the Teacher is responsible for encouraging a high level of parent involvement and the delivery of family support services to advocate for greater self-sufficiency of Head Start families. This position provides the initial link between the Head Start program, the community, and families it serves. Responsibilities include compliance with federal and state Head Start Performance Standards, Agency/Head Start Policies and Procedures, Oregon Childcare Division regulations, and Spark/QRIS standards. Essential Functions and Responsibilities: * Responsible for understanding and implementing the appropriate policies and procedures and performance standards as prescribed by the Office of Head Start and the Community Action Head Start Program. * Establish and maintain a safe, healthy, orderly and nurturing classroom environment organized into functional areas. * Develop a consistent classroom schedule, which includes small and large group experiences, choice time, music and movement, large and small motor activities, and meals. Facilitate safe and effective transitions between activities. * Using a research-based curriculum and inquiry-based approach, prepare and implement lesson plans, classroom materials to support a developmentally appropriate education program. * Encourage developmentally appropriate exploration, problem-solving, cooperation, socialization and choice-making. * Use the Classroom Assessment Scoring System (CLASS) to recognize and promote quality classroom teaching. * Work in partnership with classroom staff to encourage collaborative team interaction that facilitates respectful relationships, embraces diversity, and encourages constructive problem-solving. * Develop and maintain regularly schedule planning and team meetings. * Ensure that staff is compliant in maintaining that no child will be left alone or unsupervised. * Ensure that staff establish and maintain consistent, positive relationships with children, treating them with dignity and respect. * Apply developmentally appropriate guidance and behavior management according to program policy. * Develop and implement a system to collect, analyze and record objective and complete observations on children. * Adapt curriculum to meet individual goals for children as identified in the My Teaching Strategies Family Conference form. * Ensure the successful inclusion of children with special needs and work with Early Childhood Special Education staff to identify and provide appropriate services for them. * Attend the IFSP staffing to assist in development and achievement of IFSP goals. * Responsible for determination of child's initial health status and developmental needs. * Complete and enter 45 and 90 day requirements into ChildPlus database. * Responsible for initial screenings, medical protocol, mental health referrals, and daily health check. * Serve and track meals and snacks to classes according to program Food Service procedures. * Ensure child and family records are maintained in a manner that guarantees confidentiality and accurately reflects ongoing assessments, services and outcomes in the database system and/or paper files as required. * Develop and maintain respectful relationships with families; documenting regular contact. * Conduct home visits, parent-teacher conferences and other parent-focused activities to establish a positive link between home and school. Support the parent as the primary educator of the child. * Assist families in developing their individual goals including regular follow-up on to identify progress, barriers to progress, and/or services received. * Work closely with families to resolve barriers and conflicts that hinder self-sufficiency. * Provide a welcoming atmosphere that promotes and reinforces parental involvement in the classroom. * Plan and coordinate day to day activities of parent volunteers, providing on-the-job training as needed. * Plan and facilitate family orientation to the program, family engagement in Parent Site/Center meetings, parental participation in Policy Council and weekly family update meetings. * Complete late season enrollment process with new families. * Assist families to complete follow-up on dental, medical, physical, and mental health needs. * Provide families information regarding classes, trainings or other education opportunities as requested/required by the Head Start Program. * Provide families with timely information and referrals appropriate to their needs. * Produce monthly reports on the status of all referrals as requested by families. * Coordinate and confer with Family Services staff as needed. * Strictly adhere to all safety policies and procedures at all times and respond/correct any at-risk safety issues immediately. * Strictly adhere to agency code of ethics and standards of workplace behavior. * Perform other duties as assigned to meet business needs including regular and reliable attendance and adherence to all company workplace behavior standards. Marginal Functions and Responsibilities: * Other marginal functions and responsibilities as assigned. Required Education/Training/Experience: * Education: Minimum of an Associate's Degree in the field of Early Childhood Education OR an Associate's Degree out of the field that includes coursework sufficient to be placed at Step 9 or higher on the Oregon Registry. Acceptable coursework would be a minimum of 20 quarter college credits or 13 semester college credits in at least 5 Core Knowledge Categories (as defined by Oregon Registry). Transcripts, diplomas and/or Oregon Registry Step Certificates are required to validate educational requirements. * Experience: Minimum of one year experience teaching in a Certified Child Care Center or comparable group care program in the care of children ages 3-5. An equivalent combination of education and experience may be considered. * Access to reliable transportation for home visits, valid driver's license and proof of vehicle insurance. * Excellent written and verbal communication skills. * Ability to set and maintain professional boundaries with families. * Intermediate computer literacy and familiarity with applications such as databases and spreadsheets, word processing, email and internet. * Must be able to successfully pass applicable background and Oregon Central Background Registry checks prior to new hire processing and beginning actual employment. * Completion of appropriate Fit for Duty and TB Testing according to Head Start regulations prior to date of hire. Preferred: * Bachelor's Degree or higher in the field of Early Childhood Education OR a Bachelor's Degree or higher out of the field that includes coursework sufficient to be placed at Step 9 or higher on the Oregon Registry (see acceptable coursework requirements under "Required Education" above). * Bilingual in English/Spanish, written and verbal. * 2+ years experience teaching children ages 3 - 5 years of age. * Prior Head Start program experience. * Training and/or education in working with children with special needs. Required Licensing or Other Special Certifications: * Current Oregon Registry Step Certificate (or acquired within 90 days from date of hire). * Current First Aid/CPR certification (or acquired within 30 days from date of hire). * Current Oregon Food Handler Card (or acquired within 30 days from date of hire).
