The primary purpose of the Engineering Technician III "Biennial Residential Surveyor" is to conduct onsite biennial physical plant and life safety inspections of existing licensed 24-hour mental health homes 6 beds or less, adult care homes 6 beds or less, and respite services in adult day centers for compliance with licensure rules and state building codes.  Other responsibilities include:

  • Creating reports documenting inspection findings using ASPEN software

  • Reviewing with facility administrators the creation of a plan of correction for deficiencies

  • Conducting fire, complaint, and other investigations.

Position requires four (4) days per week of travel throughout the state with 1-2 overnight stays per week. A state vehicle shall be used for travel purposes, when available.  Use of personal vehicle may be required and compensated at the Office of Budget Management's established rates.

About the Division of Health Service Regulation and the Construction Section

The Division of Health Service Regulation (DHSR) provides for the health, safety and well-being of individuals through effective regulatory and remedial activities including appropriate consultation and training opportunities and by improving access to health care delivery systems through the rational allocation of needed facilities and services.

The Construction Section reviews plans and specifications, makes on-site inspections and provides consultation to ensure a safe and proper environment for patients, residents and inmates.To receive credit for all of your work history and credentials, you must list the information on the application form. Qualified candidates must document on the application that they possess all of the following:

  • Possess and maintain a valid  driver license.

  • Proven organization and written communication skills to be able to document inspection findings using proper punctuation, spelling, and grammar.

  • Availability to travel up to four (4) days per week throughout the state, including overnight stays.

  • Documented thorough knowledge and application of architectural, electrical, and/or mechanical engineering theory, techniques, practices, and/or procedures applicable to residential occupancies.

Physical Requirements:

This role requires the individual to be physically able to crawl in attics, basements, crawl spaces, and use ladders for above-ceiling inspections and to go on roofs for building inspections.

Management prefers:

Experience using a Windows-based computer and Microsoft Word proficiency

Knowledge in residential construction

Associate's degree in Civil Engineering Technology, Survey Technology or assigned discipline from an appropriately accredited institution and three (3) years of progressive technician level experience; or an equivalent combination of education and experience.
