Starting salary for this position is: $3,811 (Monthly)
Employees starting at the entry step of this range receive salary step advancement after six months and every 12 months thereafter. If an employee starting at anything higher than the entry step of the range, will have salary step advancement after 12 months and salary step advancement every 12 months thereafter until they reach the top of the salary range. Each salary step advancement will be approximately a 5% increase in salary.

The Community Colleges of Spokane is seeking a highly motivated and qualified individual for the position of Benefits Specialist in the District Business Office.
JOB SUMMARY
Under general supervision and reporting to the Payroll & Benefits Supervisor, this position will assist in overseeing employee benefit programs and will perform professional customer services and benefit functions for the Benefits area of the Business Office using policies and procedures established by CCS and State and Federal regulations.

MINIMUM QUALIFICATIONS
Associate degree with college level course work in accounting, auditing, or budgeting from an accredited institution. Or an equivalent mix of education and experience that demonstrates the candidate meets all competency requirements for this position.
Ability to make presentations to small and large groups regarding benefits.
Experience working with automated enterprise systems.
Proficiency working with computerized spreadsheets and word processing applications.
Ability to use web applications for reporting employee hours and earnings.
Ability to work under deadlines and pressure with attention to detail.
Excellent written and oral communication skills.
Customer service experience with skills servicing a diverse customer population.
Ability to respond to highly confidential and sensitive information; problem solve and provide alternative solutions when appropriate. Ability to maintain strict confidentiality.
Ability to work independently, exercising independent judgment, analyzing data and finding efficient, effective solutions with minimal oversight.
DESIRED QUALIFICATIONS
Two years of relevant professional benefits/payroll experience.
Knowledge of the various types of Retirement Plans.
Knowledge of Insurance (Medical, Life, Disability and Flexible Benefit Plans).
Experience with PeopleSoft Human Capital Management or a similar financial management ERP system.
Bachelor's degree or higher from an accredited institution.
Experience in higher education or governmental environment.
Knowledge of State of Washington DRS, VEBA, HCA, PEBB programs and TIAA-CREF.
Familiarity with the State of Washington's Insurance and Employee Benefits laws, and how to accurately implement them.
Ability to run queries and reports in order to reconcile benefits to the PEBB, HCA, ACA, and PERS reports, and reconcile them to the general ledger.
Ability to explain complex benefit outcomes to a diverse group of users, such as faculty, staff, State Board, and external constituents.
Knowledge of CCS policies and procedures as they relate to Payroll, Benefits and Accounting activities.
CONDITIONS/TERMS OF EMPLOYMENT
TOTAL COMPENSATION WITH BENEFITS: $62,527 - $80,188.
Total compensation is an estimate based upon adding the following amounts together:
Base compensation of $45,732 - $61,404, plus
Current employer-paid health and related benefit contribution rates, plus

The actual total will vary depending upon each employee's enrollment choices.
Person hired must be able to provide acceptable documentation of U.S. Citizenship or lawful authorization to work in the United States. This is an absolute condition of employment. An offer of employment will not carry with it any responsibility or obligation on the part of the district to sponsor an H1-B visa. In addition, the Community Colleges of Spokane maintains a drug-free work environment and prohibits all smoking in the college buildings and state-owned vehicles. Must be able to successfully work in and promote a multicultural work and education environment.
Prior to a new hire, a background check including criminal record history will be conducted. PHYSICAL REQUIREMENTS
Work is performed in a semi-open office environment with frequent interruptions and background noise.
Work is sedentary.
Work directly with students/clients.
CONDITIONS OF EMPLOYMENT
Full-time schedule (12-months, 40-hours a week).
6-month probationary period.
This position is overtime eligible.
Requires local or regional travel.
Criminal background check is required.
This position is covered under a collective bargaining agreement. Membership is optional.
