Job Duties

This position is open only to current Commonwealth of Virginia employees.

The Department of Motor Vehicles (DMV) is in search of an experienced Benefits Consultant. This position supports approximately 2,300 employees with DMV, Motor Vehicle Dealer Board (MVDB), and Aviation. This position serves as the primary liaison and consultant in the administration of the Health Benefits Program, Virginia Sickness and Disability Program (VSDP), Workers Compensation (WC), Family and Medical Leave Act (FMLA), and Retirement and Leave Administration. This position also collaborates with third-party administrators, employees, and managers to assist in the return-to-work program.

Essential Duties:

• Administering employee health benefits programs, to include dental, wellness, life insurance and Employee Assistance Program (EAP)
• Administers open-enrollment annually, initial enrollments for new hires, terminations and qualifying mid-year event actions
• Assisting employees with retirement questions
• Ensures that employees are aware of life insurance plans to include optional life insurance
• Utilizes excel to ensure accurate and timely tracking of active and inactive benefit and leave claims and activities
• Responds to inquiries from payroll, management, PSB and employees regarding pay and leave
• Maintains accurate employee medical files related to disability, FMLA, and Workers Compensation

Minimum Qualifications

• Demonstrated knowledge of personnel policies and procedures related to benefits, disability programs, FMLA, workers compensation, and employee leave plans
• Knowledge of State and Federal HR Laws, Policies and Guidelines
• Experience maintaining a high level of confidentiality and handling of sensitive information
• Adept at Excel and Word to create and modify spreadsheets and correspondence
• Demonstrated strong analytical, problem-solving, and time-management skills
• Knowledge of the Virginia Sickness and Disability Plan (VSDP) provisions and benefits
• Working knowledge of state systems including Cardinal, VNAV, and third-party vendor systems such as LeavePro and EZ Link
• Experience managing personnel transactions and employee requests in human resources, benefit management and/or payroll
• Demonstrated professional demeanor to provide the highest level of customer service while interacting courteously and tactfully with employees and management

Additional Considerations

• SHRM or HRCI certification preferred
