The Office of State Human Resources (OSHR) serves as the "Center of Human Resources Expertise" for the State of North Carolina through an integrated, professional Human Resources Function that is collaborative, strategic and customer focused, allowing state government to attract, retain, develop and motivate a high-performing, diverse workforce.

OSHR is seeking a dynamic leader to join the State of North Carolina as a Benefit Consultant in the Total Rewards Division. Position requires extensive travel (75% 90% of time) throughout the state of North Carolina.

The primary purpose of this position is to administer the NCFlex and other related benefit programs. This position will work with the Benefits Manager to meet the overall benefits objectives of the State. The position is responsible for administration of the State's employee benefits to include NCFlex and other benefits programs. The position will lead education efforts for health benefit representatives and employees. The position will be required to develop educational outreach strategies, develop benefit communications, prepare presentations and conduct regional and worksite trainings and enrollment meetings. The position will be required to thoroughly understand the enrollment process, enrollment platform and qualifying life events.

Knowledge, Skills and Abilities / Competencies

  • Strong verbal and written communication skills, ability to speak and present one-on-one, small and large groups and conference type settings, marketing and promotion, training, customer service with extensive experience in administration of employee benefits at a large employer.

  • Skills to create content that both engages and educates.

  • Excellent organizational skills and ability to meet deadlines.

  • Ability to work simultaneously on multiple projects.

  • Consultative skills to give expert advice on benefit related topics and processes.

  • Experience in developing PowerPoint presentations.

  • Ability to utilize knowledge of NC General Statutes, Federal, and State personnel policies and procedures.

  • Thorough knowledge of HR policies to include benefits and general HR.

  • Ability to apply and interpret state and federal regulations pertaining to benefit programs.

  • Extensive experience with employee benefits is required.

  • Strong technical skills to generate analytical benefit reports and use Excel or other software tools to interpret the data.

  • Proven skills to consult and give expert advice to management or other groups on benefit related topics or processes.

  • Ability to extensively travel (75% 90% of time) throughout the state of North Carolina.

Minimum Education and Experience Requirements

Bachelor's degree, typically in Human Resources or related field from an appropriately accredited institution and
2 years of experience required; or High school or General Educational Development (GED) diploma and 6 years of progressive experience in Human Resources; or equivalent combination or education and experience

Management Preference:

  • Five years of professional experience in Section 125 pre-tax benefits administration for a large employer including benefits communication or equivalent combination of training and experience.

  • Ability to use HR and enrollment systems and reporting tools.

  • Prefer holds professional certifications as Professional in Human Resources or Certified Benefits Professional.
