Job Description Summary:

Under general supervision, the objective of this role is to provide analysis and administration of health, wellness, life, disability, and supplemental insurance plan offerings, pension and retirement, perks, leave and absence. The Benefits Analyst is part of a team of total reward professionals and will take the lead with one of the core benefit programs - Benefits, Well-Being, and Leave.

Job Description:

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Collaborates with benefit brokers, vendors, hiring managers, HR business partners, HR systems, payroll, risk and designated wellness champions to ensure comprehensive benefit offerings, education, and assistance.

  • Provides training and education on the benefits, leave, and well-being programs and responds to employee and manager questions about eligibility, process, and helps trouble-shoot in a professional timely manner.

  • Administers all leave programs in partnership with the Benefits Team and absence vendor.

  • Develops and at times distributes engaging content, resources, communications, and statements that showcase the benefit, wellness, and leave package offerings for employees.

  • Acts as key member of new hire orientation and provides training and education on the benefits, leave, and well-being programs.

  • Reviews, analyzes, and processes benefit, absence, and wellness transactions in the HRIS while ensuring plan compliance, accuracy, coordination with others, and timely follow-up communication.

  • Provides benefits, wellness, and leave reporting, analysis, trends, and key metrics as needed for the team, department, other city departments, vendors, state and federal agencies.

  • Ensures accuracy of data through thorough audits and evaluates equity, eligibility, enrollment, and usage.

  • Audits and rigorously tests and analyzes to validate data, configuration, and workflows looking for continual improvement.

  • Executes the annual processes of benefits renewal, open enrollment, and well-being fair ensuring a complete, accurate, and engaging implementation.

  • Researches and resolves employee questions and concerns, identifying common pain points to improve education, navigation, access, and the overall employee experience.

  • Conducts reconciliations for health, life, disability and supplemental insurance, paid and unpaid leave programs, perks, wellness, and multiple retirement plans.

  • Assists with coordination and execution of special projects and updates to benefits, leave, and other total rewards programs.

  • Actively contributes to the total rewards program development, RFPs, renewals, and implementations to ensure the city is providing a package that is valued and competitive.

  • Executes surveys to gather feedback and at times responds to survey requests and other requests for information related to benefits, leave, and wellness.

  • Assists with billing, invoice submission, and payments as well as rebates related to benefits.

  • Supports development, testing, education, and implementation of new business processes and workflows for ease and efficiency.

  • Participates in capturing and maintaining process and procedure for consistency through standard operating procedures, technical guides, and how-to-guides.

  • Works with payroll, accounting, risk, and HRIS to ensure accurate processing of benefits, wellness, and leave.

  • Other duties as assigned.

MINIMUM QUALIFICATIONS

  • Knowledge of benefit, leave, and wellness plan administration.

  • Knowledge of pertinent HR laws and best practices related to benefits, leave, and wellness.

  • Skilled in customer service.

  • Skilled in program development.

  • Skilled in creating and delivering effective communications and training.

  • Skilled in Excel for reconciliations and data analysis.

PREFERRED QUALIFICATIONS

  • Knowledge and experience implementing diversity and inclusion work within an organization

  • Skill in executing feedback surveys and evaluating results

  • Skill in marketing, design, and publishing resource materials

  • Skill in public speaking and presenting information

  • PHR, SPHR, SHRM-CP, or SHRM-SCP

  • Bilingual Spanish and English

  • At least one (1) year Workday HRIS experience

  • At least one (1) year experience executing a well-being program for an organization

  • At least one (1) year executing Payroll experience

  • At least one (1) year local government experience

  • At lease one (1) year experience in an organization with one or more unions

REQUIRED EDUCATION AND EXPERIENCE

  • Bachelor's degree in any field; or equivalent of 8 years related experience may substitute for the education requirement only.

  • At least two (2) years, in the past three (3) years, of directly related total rewards administration and analysis experience.

WORKING CONDITIONS

Physical Demands: Primarily sedentary physical work requiring the ability to lift a maximum of 20 pounds; occasional lifting, carrying, walking and standing; frequent hand/eye coordination to operate personal computer and office equipment; vision for reading, recording and interpreting information; ability to communicate with employees and the public. Capable of driving between city buildings and to meetings.

Work Environment: Works primarily in a home or an office environment.

Machines and Equipment Used: Frequent use of standard business and professional tools and equipment including laptop computers and mobile devices.
