Summary of Job Duties

Salary to commensurate with experience.

The hiring range for this position is $55,000 - $72,811/Annually

Signing Bonus: New employees are eligible for a $5,000 bonus; with $2,500 paid on the first payroll, and $2,500 paid upon completion of six (6) month introductory period from hire date.

OVERVIEW OF POSITION / DEPARTMENT

In order to be successful in this position, candidates will bring exceptional customer service, analytical problem-solving skills, with the ability to draw conclusions, provide excellent customer service, has a thorough knowledge of leave administration and disability, an understanding for Federal and State regulatory laws and propose recommendations. This person will be self-directed, highly responsive and customer-service oriented. Embraces innovation, collaboration and has the vision to be a business partner to our customers.

The City of Aurora will conduct ongoing screenings of applications on a first come-first serve basis; as soon as we determine to have a qualified pool of applicants, this position may close quickly and without notice. PRIMARY DUTIES & RESPONSIBILITIES

  • Monitor and administer leave of absence, retiree, and general benefit programs to ensure legal compliance, review and analyze FMLA/state leave law applications, and make recommendations and develop employer responses.

  • Provide technical support and guidance to employees, supervisors and managers in evaluating reasonable accommodation and protected leave requests.

  • Interpret human resources policies and procedures; educate and train employees and managers on policy and legal compliance regarding leaves of absence.

  • Inform new employees of benefit programs, policies, and related enrollment deadlines and will also conduct new hire orientations.

  • Respond to employee questions and complaints, work with third-party administrators to resolve issues and provide guidance in policy interpretation and plan documents.

  • Plan, participate in, conduct, and evaluate special projects.

  • Consult with supervisors regarding benefits related issues, needs, and services; counsel employees on benefit programs, policies and processes; explain program provisions, procedures, and eligibility requirements; and assists employees with forms and documents.

  • Assist with open enrollment activities.

  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS

An equivalent combination of education, training and experience that demonstrates required knowledge, skills, and abilities may be considered.

Education:

  • Bachelor's degree in human resources, business/public administration, or related field

Experience:

  • At least 3 years in the human resources profession

  • Preference will be given to those who have performed as an HR Generalist, and with a focus in the areas of compensation, general benefits and/or leave administration in the public sector

Abilities:

  • Knowledge of human resources processes and procedures

  • Personal computer and related software applications including word processing, data base and spreadsheet applications

  • Ability to analyze data and make appropriate recommendations

  • Establish and maintain effective working relationships with employees, citizens and managers

  • Handle sensitive situations with tact and diplomacy

  • Make accurate arithmetic calculations and keep detailed records

  • Set priorities and work with minimal supervision

  • Interact knowledgeably with staff and the public in person and by phone

Skills:

  • Strong interpersonal and customer services skills.

WORKING CONDITIONS

Essential Personnel:

  • When a local announcement of emergency or disaster is declared by the City, all City of Aurora employees may be required to work as essential personnel.

Physical Demands:

  • Sedentary physical work lifting no more than 10 pounds

  • Occasional lifting, carrying, walking and standing

  • Frequent hand/eye coordination to operate personal computer and office equipment

  • Vision for reading, recording and interpreting information

  • Speech communication and hearing to maintain communication with employees and citizens.

Work Environment:

  • Works primarily in an office environment.

Equipment Used:

  • Standard business and professional tools and equipment

  • This position may require the incumbent to use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment
