Sitter and Barfoot Veterans Care Center (SBVCC) is seeking a Benefits Administrator to join the Human Resources team. The Human Resources Department at SBVCC is committed to providing excellent services to internal and external customers by ensuring consistent and fair application of policies and procedures of the Commonwealth of Virginia, the Department of Veterans Services and Sitter & Barfoot Veterans Care Center.

This position will serve as Agency Coordinator/Policy Resource for VSDP, FMLA, leave administration, and Leave Share; serve as liaison with VSDP third party administrator and providing employee information (EWP, months of service, last day worked, etc.) upon request; ensure leave is submitted according to policies for VSDP/WC claims; prepare/process/submit to payroll HR transactions/VSDP/WC/LWOP information by payroll cutoff; conduct leave audits; provide guidance/assistance/consultative services on HR Benefits/VSDP/WC/leave management as needed/directed; key leave into CIPPS by pay period deadlines; compute appropriate leave balances for new employees; submit WC claims via Visual Liquid Web within two days of receipt as needed; provide a list of panel physicians and prescription card to injured employee as needed; assists with special assignments as needed. This position requires the ability to work in a team environment while also being self-motivated and taking initiative. Excellent customer service, multi-tasking and maintaining confidentiality are crucial in this role.

This position will work Monday through Friday. All employees are designated as essential at SBVCC and will be expected to report to work as scheduled even when other state offices are closed or on delay (e.g. inclement weather, etc.).

Minimum Qualifications

Experience handling a voluminous workload with the ability to multi-task Experience working in Human Resources with considerable knowledge of HR principles and practices. Demonstrated ability to analyze data and reach conclusions, which are logical and legally supportable Demonstrated proficiency with web based applications, Microsoft Office Suite and comprehensive software programs

Preferred Qualifications

Experience with the Commonwealth of Virginia state systems (PMIS & CIPPS) preferred. Experience with Kronos administration desired. Previous experience working in a 24-hour healthcare setting preferred.

Special Requirements

Successful completion of criminal history check, FBI fingerprint-based background check, reference and employment verifications and pre-employment drug screening are required. TB skin test will be performed upon hire. All employees of the facility are considered essential and are required to report to work when scheduled, even when other state offices are closed for emergencies or weather conditions.

Coordinate daily benefits processing including handling enrollments, COBRA, terminations, changes to benefits, beneficiaries, disability, accident, and death claims. Ensure terminations are sent to COBRA administrator and employees are notified of eligibility. Work with Chief Engagement Officer to coordinate leaves of absence. Ensures the HCM/Payroll system is updated with LOA status and ensures employees continue to pay premiums on benefits. Coordinate and work directly with Employee Engagement to ensure consistent benefits communication between locations. Maintain materials for benefits orientations, open enrollment, and summary plan descriptions. Document and maintain policies and procedures related to benefits administration. Responsible for ensuring all carriers are getting enrollment and termination information timely. If existing carrier feeds are in place, this includes investigating errors/fall outs and responding to carriers. Receive, review, and audit the monthly invoices from the carriers. Ensure amounts are correct by comparing to deductions per the payroll system. Submit for payment in a timely manner. Review PCAFs to ensure accuracy and completeness particularly with attachment of applicable paperwork. Serve as the primary contact for plan vendors and third-party administrators. Maintain relationships between company and carriers. Must know the company's vendors including which ones we work directly with and which ones we work with in conjunction with our benefits broker. HCM technology administrator specifically for onboarding system, to include setting up proper workflow in the HCM/payroll system, setting up and maintaining company onboarding documents and approval flows. Setting up and training hiring managers with the onboarding process. Ensure applicable licenses are entered into HCM/payroll system for all employees. Maintain job titles and applicable licenses/licensure credentials within the HCM/payroll system. Identify and maintain system to monitor license renewals. For now, this is Provider Trust but will transition to Assure Hire once we go live with Paycor in January. Provider Trust administrator, however, eventually Assure Hire. Ensure file communication between Provider Trust and our HRIS is working properly without errors. Research errors as they occur. Review and monitor results of OIG and state sanction screenings and monitoring performed by Provider Trust. Document responses within the Provider Trust system. Annually Ensure timeliness and accuracy of required annual 5500 reporting. Coordinate and ensure applicable documentation is received by carriers and delivered to preparer. Work directly with CFO and Chief Engagement Officer to research employee benefits plans and vendors to identify those that present the best value. Working directly with CFO and Chief Engagement Officer to monitor administrative costs of benefits programs and 3rd party consultants. Responsible for setting up and rolling out open enrollment sessions within the HCM/payroll system. Ensure that all information for each benefit plan is accurate. Monitor completion status and communicate as needed to ensure 100% timely participation. Ensure proper integration of open enrollment elections and rates into the payroll system (deductions). Work directly with Controller to set up proper benefit rates in the HCM/payroll system. Perform a complete audit after open enrollment to ensure selected benefits by employees have populated as a deduction. Responsible for setting up carrier feeds for any new carriers we may engage with in the future. Coordinate and participate on calls with workers' comp carrier and insurance broker to review loss control reports. Make sure we have appropriate measures in place to reduce workers' comp claims. Assist with transition to new payroll system (Paycor). Liaison between Diamond and benefits broker. Coordinate enrollment in benefits before providing to payroll.
