Position Summary
A detail-oriented benefits administrator to be responsible for the planning and administration of employee benefit programs. This position will manage current employee benefits programs, ensuring that employees receive the best possible benefits packages that comply with federal and state regulations. The Benefits Administrator will be an integral part of the HR Total Rewards team.

Required Knowledge, Skills, and Abilities
- Employee Benefits- Knowledge of benefit programs and options available to employees, including but not limited to health insurance, retirement, disability, and leave.
- Regulatory requirements and laws- Knowledge of applicable regulatory requirements and other pertinent regulations, laws, and processes, including the Family and Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), disability laws, state requirements, and retirement system regulations.
- Analytical Skills- Ability to analyze laws, regulations, policies, and procedures and apply changes to existing plans or provisions.
- Reasonable Accommodations Knowledge- Must possess the required skills and ability to explain reasonable accommodations as they relate to a job's essential functions.
- Surveys- Knowledge of benefits survey methodologies.
- Interpersonal Relationships- Must be able to establish and maintain effective working relationships with individuals internal and external to Dallas College.

Key Responsibilities
- Attention to detail, regulatory knowledge, program management: Develop, implement, manage, and continuously improve employee benefits programs, ensuring compliance with legislative directives, state, and federal laws, as well as Dallas College policies and procedures.
- Communication skills, problem-solving, mediation: Respond to questions from benefit providers (including ERS, TRS, and other external agencies) regarding benefits, benefit changes, flexible spending accounts, and benefits policies; mediate between providers and Dallas College employees.
- Analytical skills, data management, reporting: Create and prepare required reports, including census, enrollment summaries, and audit files.
- Documentation skills, process management: Document and maintain administrative procedures for applicable benefits processes.
- Training, support, instructional skills: Provide training and support to HR Employee Experience Center (EEC) staff.
- Research skills, market analysis: Research new employee benefit plans and vendors.
- Negotiation skills, vendor management: Negotiate with vendors and administrators for the best benefits plans, options, and rates.
- Relationship management, communication: Serve as the primary contact for plan vendors and third-party administrators.
- Advisory skills, communication: Advise and inform employees about the details of the company's benefit programs.
- Problem-solving, responsiveness: Resolve benefit-related issues and respond to queries and requests in a timely manner.
- Evaluation skills, strategic thinking: Evaluate the efficiency and value of current benefit programs and make recommendations for improvement.
- Survey administration, data analysis: Complete benefits surveys and review information obtained from the results.
- Design skills, communication: Design and distribute materials for benefits orientations, open enrollment, and summary plan descriptions.
- Regulatory knowledge, continuous learning: Stay up to date on trends, laws, regulations, policies, and practices affecting employee benefits, ensuring compliance and initiating necessary changes/updates.
- Compassion, coordination: Coordinate death benefits for survivors of deceased employees.
- Decision-making, problem-solving: Manage decisions on complex benefits issues.
- Written communication, instructional skills: Compose written communications for various audiences to instruct, explain, and/or train regarding benefit matters.
- Technical skills, process improvement: Develop, test, and implement customized reports and processes to automate and improve operations.
- Public speaking, instructional skills: Conduct educational and information sessions and workshops for a variety of audiences on relevant benefits topics.
- Professional development, continuous learning: Complete required Dallas College Professional Development training hours per academic year.
- Flexibility, adaptability: Perform other duties as assigned.
Minimum Qualifications
- Educational background, relevant experience: Bachelor's degree plus five (5) years of directly related experience in employee benefits, human resources, or a related field.
- State-specific knowledge: Knowledge of state-specific benefits information and entities including but not limited to: Texas Employees Group Benefits Program, Teacher Retirement System of Texas, and/or Texas Higher Education Coordinating Board-Optional Retirement Program.
- Experience in state agency: Experience with benefits coordination in a State of Texas agency strongly preferred.
- Technical proficiency: Proficiency in Microsoft Office, including Excel and Word.
- Workday experience: Workday experience strongly preferred.
- Professional certification: Professional certification in benefits administration a plus.
- HR certification: SHRM Certification or other HR certification preferred.
- Educational verification: An official transcript will be required.
- Language skills: Bilingual or multilingual preferred.
