Colorado State University is a large land-grant research institution employing over 10,000 full and part-time faculty, exempt and non-exempt professionals, classified staff and student employees. The University's Human Resources Department is led by the Executive Director and Chief Human Resource Officer and has responsibility for wide-ranging activities including, but not limited to: all employee benefits; payroll; compensation; Human Resources service center; recruitment, employment selection and classification for State Classified personnel as well as general oversight of the State Personnel System within the University; employee relations; personnel policy development and interpretation; employee records and personnel action processing; and the human resource management information system (HRIS). Position Summary

The Benefits Administrator will act as a first point of contact and liaison between employees and insurance providers to help resolve benefits administration and accounting related issues that support the health, welfare and retirement plan administration of each program while performing the full range of professional related responsibilities for active employees, retirees, COBRA participants and survivors.

The primary emphasis of this position is to create and maintain regulatory compliant benefit decisions exercised through daily plan administration. This professional position serves as a regulatory resource to provide information and problem solving for benefit plans enabling the incumbent to make informed decisions regarding selection and enrollment in insurance, retirement plan choice, retiree subsidies and benefit programs using interactive decision support, enrollment and financial systems. This position has the pleasure of serving in the Human Resources Benefits unit to best meet the needs of benefits eligible employees and contracted benefits providers and requires a high level of financial acumen.

Benefit programs for the University's classified personnel are defined by the State of Colorado, but administered by Human Resources. The Board of Governors for the Colorado State University System authorizes benefit programs by way of Human Resources recommendations for faculty and non-classified staff.

The incumbent will perform duties related to benefit programs to ensure adherence to federal and state regulations and to report unusual findings to the Chief Total Rewards Officer. This position provides professional level benefit program support, while working autonomously, in most circumstances, and is responsible for University benefit program administration in accordance with applicable federal and state governing laws (DOL, IRC, HIPAA, COBRA, State Statutes, State of Colorado Personnel Board Rules, etc.).

The successful candidate will be a sharp, motivated individual with excellent interpretive, analytic, and high-level written and oral communication skills to achieve the units exemplary customer service standards and to complement a high caliber benefits team. The incumbent will possess the ability to deploy by way of common sense understanding carrying out instructions furnished in written, oral, or diagram form; the ability to deal with problems involving several concrete variables.

A willingness to participate in continuous improvement by way of job knowledge through participation in educational opportunities and reading/interpreting information contained in professional publications. This position requires outstanding organizational skills, proficiency in Microsoft Office and advanced Excel capabilities. Experience in benefits enrollment and financial systems is a plus. Must be punctual, personable, professionally attired, results driven, motivated, confident to work in a professional quick paced environment, and possess a drive for service excellence through in-person interaction and in writing.

Required Job Qualifications

Bachelor's degree required in business, finance, accounting or any similarly related degree field.

At least 2 years working in a position that provides high-level service to employees who are benefit plan participants

Must have proven successful experience in a high-impact, highly intense, first point of contact work environment communicating benefit program administration first hand

Results-driven; focused on achieving results that promote high-quality employee benefit programs

Reliable self-starter; ability to work independently, but also cooperatively and enthusiastically in a close team environment

Resilient; possess determination with the ability to demonstrate discipline in execution of work

Broad HR knowledge; must know processes, systems and best practices for benefits

Problem solver; able to identify and solve challenging problems

Conceptual; ability to go beyond the details and see the big picture

Thorough knowledge of HRIS systems and other related MS Word, Excel, including pivot tables and v-lookup functionality, PowerPoint software and financial accounting systems

Preferred Job Qualifications

Four or more years of experience in a closely related position requiring meticulous attention to detail oriented work in an institution of higher education, benefits consulting firm or HR department

Benefit accounting knowledge preferred with a high level of financial acumen

Experience in a large complex organization with 1,000+ employees

First hand working knowledge of regulations from hands on administrative experience in HIPAA, COBRA, FML, ACA, USERRA, QMCSO, Section 125, 403b, 457, 401k, 401a, Colorado PERA and insurance carrier billing invoice payment and reconciliation protocols

Experience recording general ledger discrepancies and submit journal entries for resolution including rectifying discrepancies of vendor payments with the benefits team

Collaborative with internal partners to deliver timely and accurate service to plan participants

Ability to professionally and confidently communicate one on one or in a group presentation setting, assessing needs, researching information, and providing succinct answers

Team player who can work under pressure, remain calm, objective and controlled in responding to urgent or demanding situations, while working effectively with your team and other HR colleagues to achieve targets and objectives for employee benefits in a thoughtful and courteous manner

Capable of balancing conflicting demands and multiple priorities concurrently with minimal supervision, while demonstrating self-directed, self-motivated, and firm deadline adherent characteristics

Committed to flexibility in your expected work hours necessary to successfully meet benefits related project deadlines, while working in a professional level position

Possess strong project management and organizational experience derived from working in a fast-paced environment with multiple interruptions occurring frequently

Strong verbal and analytical skills with the ability to evaluate complex plan documents and translate them into understandable concepts

Positive attitude, enthusiasm, professionalism, and strong work ethic with a high level of integrity and principles

Provide expertise with the ability to act as a resource for development of team effectiveness in Human Resources

Oracle Advanced Benefits (OAB) proficiency

Certificates in Benefits field up to and including Certified Employee Benefit Specialist (CEBS)
