The Behavioral Solutions Benefits Accuracy, Integrity, and Governance Office is currently seeking a Benefit Process Consultant to drive and deliver on small and large-scale benefit initiatives across various functional areas and/or organizations to ensure that Optum successfully deliver products and benefits for our customers.
As a Benefit Process Consultant, you'll work to not only challenge the status quo, but change it - making things better than you found them. You'll roll up your sleeves as you coordinate and drive forward both small and large, complex projects in an ever changing regulatory environment to successful completion. You'll be a subject matter expert in behavioral and partner with business and project owners to help define project scope, identify and mitigate risk, deliver on challenging time frames. Responsible for the ensuring Benefits Integrity, Accuracy, and Governance with a focus on the behavioral health products that are delivered in our both our Medicaid and Independent Health plan line of business
Manage expectations and needs of cross-functional team members who do not report to you in a geographically dispersed and highly-matrixed workforce
Function in a multi-project environment with changing priorities
Understand regulatory implementation process and how it impacts benefits and operations deliver in each state including state mandates and Federal Mental Health Parity think strategically and deliver tactically
Coordinate and drive management of small and large-scale, complex benefit projects in the context of key business objectives
Lead or contribute to defining operational impacts and developing project scope documents with applicable stakeholders when appropriate
Work with business leaders, process owners, customers and regulatory management in the planning of upcoming mandates that impact benefits in each state and ensure source of truth documents are kept up to date and repeatable streamlined process is followed to achieve long term quality
Effectively communicate/disseminate critical information to multiple audiences, ensuring that the message is audience-appropriate
Consult with appropriate resources to translate highly-complex mandatory requirements into business requirements that can be understood by a variety of audiences and used to create solutions that lead to the successful implementation of mandated benefits, standard benefit plan designs, or customized benefits packages for Medicaid customers
Help cross functional teams to identify simple and elegant solutions to complex requests and problems
Act as a consultant to our internal and external customers to help them understand and make decisions about benefit structure to help ensure compliance to contractual and state mandated benefits and specific offers that may be unique within that state
Participate in Financial discussions, as appropriate
Candidate must have experience and proven ability to drive translation of often-conceptual business requirements into well-defined and concrete operational requirements and to assess and involve impacted areas as required
Candidate must solicit, help business define, and then help them act on deliverables that constitute success. Candidate must be a thought partner to cross functional business owners which will enable them to deliver successful implementations or changes to benefit plans with on time delivery and clear closure
Bachelor s degree in a business field in health care administration, compliance, regulatory and/or equivalent combination of related experience
Proven success in coordinating large, complex, cross-company initiatives involving functional work teams across organizational boundaries. Four to Five years of experience working on such projects
Strong analytical skills and use of pertinent data and facts to identify and solve a range of problems within the business
Excellent communication skills express ideas and information in writing and orally to individuals and groups, including leadership
Demonstrated ability to communicate ideas clearly and concisely to leadership
Intermediate level of proficiency with Excel, Word, Visio, PowerPoint and SharePoint
Demonstrated ability to prioritize and balance multiple priorities and projects
Excellent organizational skills with a demonstrated ability to plan, organize, and execute independently
Ability to build collaborative working relationships with business partners and customers; personal influencing skills
Innovative problem solving, planning, and strategizing - ability to gain acceptance for ideas, plans and actions
