Summary:

The Technical Instructor/Social Worker SME will support the U.S. Army Medical Center of Excellence (MEDCoE), Office of the Commandant (OTC), Department of Force Health Protection (DFHP) is located within the Joint-Base San Antonio (JBSA), Fort Sam Houston, TX.

This position Perform the duties and tasks of an Instructor and subject matter expert (SME) for the 302-68X10 Behavioral Health Specialist Program (BHTP) in a manner that establishes and maintains a good learning and working environment, including assisting in developing and revising of any/all necessary instructional materials, instructing students, administering the course, in concert and coordination with Government instructors (i.e. training team), and according to criteria and guidance established by the MEDCoE and Army Service Lead. Deliverables: student, course and/or instructor evaluations, End of Program (EOP) survey responses

Responsibilities

Essential Job Functions:

  • Assist in review and revision/update of instructional materials (such as lesson plans, student notes with illustrations, visual aids, multimedia aids such as videos, and examinations) incorporating current technical subject matter, DoD doctrine, policies, guidelines, lessons learned, and current work practices into the instructional materials and training program in accordance with the Program of Instruction, policies, and guidelines provided.

  • Ensure all student course materials e.g. general references and examinations are clearly written, technically and didactically correct and appropriately revised to maintain state of the art instruction as directed by the course Curriculum Development staff.

  • Provide recommendations to update course and class materials as appropriate.

  • Providee end of course feedback that shall be utilized for course improvement, to increase student learning through development of a relevant progressive curriculum, designing effective learning strategies and environments, delivering instruction of high quality, advising students, and participating in teaching labs. Deliverables: lesson plans, examinations, Facilitator Guides, Student Guides, Course materials - PPT, visual aids, multimedia aids, Adjunctive references for 302-68X10 Behavioral Health Specialist Program, and other curriculum materials utilized in the course.

  • Conduct classroom and laboratory instruction (i.e., teach) of any/all lesson topics in the courses using the approved course materials and methods that are likely to ensure that students meet established learning objectives. The contractor shall provide students with clear course objectives and classroom expectations; ensure that course content and objectives are met.

  • Will utilize a variety of teaching styles and methods to accommodate the diverse learning styles of students.

  • Respond to student questions and inquiries in a timely manner and document concerns and forward to the Army Service Lead or designee for action.

  • Shall conduct examination reviews, administer examinations as scheduled, conduct post-test reviews, conduct re-tests, and proctor to ensure testing integrity.

  • Conduct scheduled and unscheduled remedial training as needed to assist students with course materials.

  • Shall actively work to maintain student retention within the program by identifying at-risk students and provide tutoring and program plans to help them succeed to include connecting students with academic and/or personal support services.

  • Prepare cases, set up, and administer/conduct practical exercises. Assist in development, set up, administer, and grade written and practical examinations as well as perform appropriate statistical analysis on exam results in accordance with the policies and guidelines provided.

  • Provide guidance and academic support to students. Instruction may be conducted in a virtual environment over the internet using programs such as Blackboard, Microsoft TEAMS, ZOOM, or other virtual enhancement programs. This may require monitoring and responding to questions or message board information/requests.

  • Maintain subject matter knowledge of course material to program faculty by receiving an overall rating of "Excellent" on instructor evaluations. The Contractor shall respond in writing to comments on each EOP survey that are relevant to the Contractor's performance during that course iteration.

  • Provide SME/scientific technical support that is technically accurate, insightful, and creative; contribute to technical scientific discussions in a manner that is positive contribution to group/teamwork.

  • Coordinate with other instructors to determine class schedules. Final decisions and determinations are reserved for the Army Service Lead in collaboration with program leadership.

  • Attend and participate in training and meetings, as directed by the Army Service Lead.

  • Perform course administrative functions including maintaining student and course administrative records, organizing training materials, and identifying supply needs.

  • Input student grades and academic counseling forms into program records and students' master training record. The Contractor shall maintain accurate attendance records and call on or follow-up with absent students in accordance with program standard policies.

  • Perform typical training logistics activities such as using supplies and equipment in accordance with Plan of Instruction, maintaining the order and cleanliness of the training facility as needed, and assisting with setting up and moving furniture and equipment within the facility. The

  • Assist with issuing, maintaining accountability of, and collecting student resources to include textbooks, student guides, other learning aids, laptop computers, and other classroom resources such as psychological testing materials

Qualifications

Necessary Skills and Knowledge:

  • Expertise utilizing a variety of instructional technologies, training equipment, and teaching methods to incorporate the principles of adult learning into teaching practice is also required.

  • Able to stand and walk around classroom/laboratory for 2 hours continuously and intermittently for 8 hours.

  • Knowledge of safety regulations and procedures and shall adhere to applicable safety regulations and policies.

  • Able to read, write, and speak English fluently.

  • Possess excellent written and oral communication and presentation skills.

  • Possess good interpersonal relationship skills necessary for establishing and maintaining a good learning and working environment with students and faculty.

Minimum Qualifications:

  • Minimum five (5) years' experience as a behavioral health specialist/technician working in either an outpatient clinic or inpatient facility, or both.

  • Completion of at least a 2-year degree from an accredited institution or equivalent. If the degree is not in the behavioral/mental health field then sufficient field experience such as service as a BHT is required in order to meet program teaching requirements.

  • Ability to obtain and maintain Basic Life Support (BLS) and BLS Instructor certification within 30 days of employment. If needed, these courses and any necessary recertification will be offered at Government expense and the location of the course offered shall be an alternate work location for the Contractor. Course attendance will be facilitated by the program as needed.

  • Ability to obtain and maintain annual certification levels I through IV of the Prevention and Management of Disruptive Behavioral-Military (PMDB-M) certification. If needed, these courses and any necessary recertification will be offered at Government expense and the location of the course offered shall be an alternate work location for the Contractor. Course attendance will be facilitated by the program as needed.

  • Instructor must have completed within the past five years, or be able to complete, the CFD-IC, CTC, and MIO training courses within 30 days or hire or as soon as training seats become available prior to teaching. These courses are mandatory requirements and are unique to the Government so no civilian equivalency is accepted. These courses will be offered at Government expense and the location of the course offered shall be an alternate work location for the Contractor.

  • Instructor must be able to complete the MIC process and become a fully qualified program instructor.

  • Possess the ability to pass a National Agency Check with Inquiries (NACI) background investigation.

Preferred Qualifications:

  • Prior military and deployment experience preferred.

  • Preferred degree in the behavioral/mental health field.

  • Preferred current BLS Instructor certification.

  • Preferred current PMDB-M level I through IV certification.

  • Preferred a minimum five (5) years of academic and experiential qualifications and backgrounds (identified in documented descriptions of roles and responsibilities) that are necessary to meet program objectives and the mission of the institution.

  • Documented expertise in their area(s) of teaching responsibility and knowledge of the content delivery method (e.g., distance learning). Evidence of expertise in teaching assignments might include documentation of continuing professional development, relevant experience, faculty development plan reflecting acquisition of new content, incorporation of feedback from course evaluations, and other sources.
