GENERAL OVERVIEW:

Provides triage, referral, and counseling services for clients according to legal and administrative policies and procedures with documentation of service goals and client response. Contributes to Counseling Center policies and procedures and marketing and planning strategies. Works independently with minimum supervision. Provides counseling and consultation to inpatients at Jefferson Regional Medical Center Psychiatric and Medical Services.

ESSENTIAL RESPONSIBILITIES:

  • Provides counseling services in individual, marital and family modalities to improve or maintain ability to function effectively in necessary family, vocational and community roles. Services are provided to children, adolescents, adults, and elderly clients by staff appropriately trained to provide services to the specific age groups. Based on program needs these services could be provided at the outpatient or inpatient units. Outpatient services could be provided at counseling center locations including the IOP.

  • Provides triage for outpatient clients to recommend appropriate treatment setting. Expedites referral to appropriate inpatient, rehabilitation, intensive outpatient or community agencies, or resources to provide/establish appropriate care.

  • Initiates and maintains current clinical records to document service and client response or non-compliance. Prepares reports of service for insurance and referral agencies for service approval. Develops written treatment plan to identify treatment goals.

  • Coordinates/recommends referrals to treatment Team for psychiatric and psychological assessment to ensure necessary service components.

  • Provides on call contact with clients as assigned to assess urgency of client need and recommend appropriate management. Provides on call coverage to caseload and for staff coverage to assess need as contacted.

  • Provides input for development of Counseling Center programs, policies, and procedures to ensure currency and appropriateness of same.

  • Acts as inter and intra system liaison and resource person to provide continuity of care and educational assistance as required. Participates in planning/marketing strategy to ensure referral sources.

  • Participates in peer utilization and/or review and assists in coordination of related quality assurance efforts to improve provision of service. Updates clinical expertise to ensure treatment skills are current.

QUALIFICATIONS:

Minimum

  • Master's degree in Social Work, Counseling, Psychology, or related field.
  • 3 to 5 years of prior job-related work experience
  • PA State LCSW, LPC, or Psychologist licensure
  • CPR Certification

Preferred

  • Ph.D. in Social Work, Counseling, Psychology, or related field.

VIEW JOBS 1/7/2022 12:00:00 AM 2022-04-07T00:00 Overview: The Program Manager will provide program management and oversight for the designated Behavioral Health Services Program under the direction of the Director of Behavioral Health. The Program Manager is responsible for the oversight of the program individuals, staff and program operations. The Program Manager role is multi-faceted and includes meeting of clinical benchmarks for quality care and productivity, ensuring proper care is being provided in accordance with program contracts/regulations, fiscal responsibility of assigned program(s), developing and providing ongoing clinical and administrative staff development and program planning. Essential Duties and Responsibilities: * Responsible for the day-to-day operations of the assigned Behavioral Health program(s). Implement and maintain the department's philosophy, principles and procedures in all clinical services and/or operational functions. Perform direct service functions as needed to ensure department goals. * With direction from the Director, establish appropriate clinical and program outcome goals. * Work in collaboration with Billing, and the Program Quality and Compliance program under the direction of the BH Director to develop and implement behavioral/mental health Quality Assurance processes and in compliance with all Federal, State, County, and funder requirements and/or licensing. * Interview, hire, and evaluate staff as well as maintain approved staffing levels. * Responsible for the day-to-day supervision, training, and development of staff to meet agency, program and regulatory standards. * Acknowledge staff member's professional and career goals, and work with them to achieve those goals by mentoring, developing and/or encouraging further training and education. * Exercise initiative, ingenuity, and sound judgment to solve difficult administrative, clinical and personnel problems. * Establish and maintain positive working relationships with individuals from outside agencies/organizations including meetings within the community and outreach for program growth opportunities. * Responsible for the expenditure of revenues for the department/program according to established budgets. Monitor budget compliance. * Maintain records sufficient to meet County, State, and Federal clinical documentation requirements including preparation for monitoring visits and corrective action plan development and execution. * Attend trainings and workshops as required for professional development or mandated by contract. * Ensure compliance with health and safety procedures and instruct staff accordingly. * Oversee clinical process, methodology, crisis and emergencies. * Oversee and evaluate any consultants/independent contractors and/or student interns assuring they have the required credentials, certifications and/or license. * Attendance at all meetings, supervisions and trainings as required. Position Qualifications: * Master's Degree in Mental Health, Counseling, Social Work or related field with 2+ years' experience. Licensure and credential is preferred. * Two years' experience supervising staff. * Planning and time management experience. * A valid driver's license along with access to a vehicle. * Management of work processes along with strong computer skills for documentation purposes. * Ability to maintain confidential information within HIPAA guidelines, regulations, and organizational policies. * Flexibility with scheduling and to the ability to prioritize multiple functions and tasks. * Communication along with professionalism. * Ability to obtain Act 33/34/FBI clearances required. * On-Call responsibilities. * Support the organization's mission along with sensitivity of cultural and workplace harmony. Working Conditions: * Work is typically office-based during general office hours with attendance at external meetings, committees, and conferences required at times. * Must be able to travel to the various Familylinks offices including traveling out of area. * Ability to lift and carry up to ten (10) pounds of files.
