Position Summary: This position is a senior-level management position responsible for directing operations of SIHB's Outpatient Behavioral Health Programs: Mental Health Program(s) (MH), Substance Use Disorder Program(s) (SUD), and Health & Human Services (HHS). The director works closely with other senior leadership staff to carry out the mission of the SIHB in the delivery of culturally attuned, high quality, and accessible healthcare. The Behavioral Health Division Director FTE will be split 62% clinical practice (2.5 days) and 38% (1.5 days) administrative time.

Organizational Structure/Reporting Relationships: This position reports directly to the Behavioral Health Officer and is a member of the Behavioral Health Team. This position has direct reports.

Job Responsibilities

  • Manage a caseload of individual or group relatives and adhere to SIHB's documentation guidelines.

  • Oversee the day-to-day direct service care delivery of SIHB relatives facing emotional or psychological disorders.

  • Maintain appropriate licensing and training requirements to provide high-quality, direct relative care.

  • Monitor and adapt mental health practices at our four clinical sites (International District, Pioneer Square, Lake City, and our mobile unit at Thunderbird Treatment Center) ensuring culturally appropriate services are being delivered.

  • Participate routinely in our weekly Behavioral Health Clinical Case Staffing Meetings and our weekly multi-disciplinary team meeting(s).

  • Provide both group and individual clinical supervision as needed in the absence of our Mental Health Clinical Supervisor.

  • Implement our IndigiKnow Model [Indigenous Knowledge Informed Systems of Care model] through integration with medical, human services, dental, and traditional Indian medicine departments.

  • Ensure appropriate supervision and training is offered to enhance the clinical development of our Behavioral Health Teams. Ensure consistent implementation of policies and procedures. Stay abreast of Washington Administrative Codes (WACs) and update SIHB's Behavioral Health Clinical Policies & Procedures annually and/or as needed.

  • Actively participate in internal quality improvement teams and work with members proactively to drive quality improvement initiatives in accordance with the mission and strategic goals of the organization, federal and state laws and regulations, and accreditation standards, when assigned.

  • Manage budgets and understand optimal revenue cycle streams and other funding sources to the behavioral health division.

  • Ensure maximum utilization of resources; monitor productivity and implement operational improvements as needed.

  • Participate in state, local and other relevant discussions to represent and communicate agency and community needs and resources. Stay informed of legislative or other changes affecting chemical dependency and mental wellness service delivery or funding.

  • Ensure requirements are met for current licensure/certification and accreditation. Prepare, coordinate, and facilitate program reviews and audits.

  • Provide both internal and external trainings as assigned, related to mental wellness and/or SIHB Treatment Model.

  • Oversee clinical aspects of behavioral health grants through collaboration with grant and data departments with regular monitoring and reporting as required.

  • As a member of the Division Leadership Team, attend and participate at meetings and retreats.

  • Ensure all behavioral health operations follow clinical and regulatory guidelines.

  • Actively recruit and hire mental health practitioners to support our rapid growth and expansion sites.

  • Other related duties as assigned.

Qualifications

Background Qualifications

Requirements:

  • Master's Degree in Social Work, Master's in Counseling Psychology, Masters in Mental Health Counseling, or Master in Marriage and Family Therapy required.

  • Five years' experience in an upper-level management position in Mental Health.

  • Experience with the operations of behavioral health outpatient programs required, and experience with oversight of residential preferred.

  • Licensed LICSW, LMHC, LPC, and/or LMFT - if applicant holds an out-of-state license. A Washington State License must be obtained within a 6-month period.

  • Co-Occurring experience preferred. A Substance Use Disorder Certification (SUDP) Preferred.

  • Knowledge and familiarity of both Mental Health and Substance Use Disorders rules and regulations as they relate to governing, licensing, and funding agencies.

  • Ability to lead service delivery team of both professionals and entry-level staff.

  • Computer skills sufficient to carry out position duties.

  • Familiarity with the health and social issues facing the American Indian/Alaska Native population and a desire to serve this population.

  • Valid Washington state driver's license and insured personal transportation to attend meetings locally.

  • Ability to attend occasional meetings out of town and on weekends or evenings.

Work Environment: Clinic hours are Monday-Friday during normal business hours, with evening hours (until 7:00pm) and some Saturdays. Duties may involve long hours performing sedentary work at computer terminal.
