DISCOVER THE OPPORTUNITY TO:

  • Provide clinical supervision, training and direction to the Forensics Team and MRT

  • Provide leadership to ensure programs provide state of the art services that support recovery goals

  • Utilize prior knowledge of community resources, best practices, and crisis stabilization

  • Maintain collegial relationships with other operating units within the Agency as well as other community providers to enhance communication and coordinate care.

  • Actively participate in Agency committees and clinical consultations

  • Provide on call coverage during evening and weekend hours to provide clinical consultation regarding emerging clinical issues, assessments, and staffing issues

DMHAS is a health care agency whose mission is to promote the overall health and wellness of persons with behavioral health needs through an integrated network of holistic, comprehensive, effective, and efficient services and supports that foster dignity, respect, and self-sufficiency in those we serve.

RVS is a community mental health center that serves the towns of Chester, Clinton, Cromwell, Deep River, Durham, East Haddam, East Hampton, Essex, Haddam, Ivoryton, Killingworth, Lyme, Middlefield, Middletown, Old Lyme, Old Saybrook, Portland and Westbrook. RVS's goal is to provide the highest quality crisis intervention, case management, and residential and clinical services to adult citizens who suffer from serious mental disorders and who lack the financial means to secure such services in the private sector. RVS offers short term respite residential services, community support programs, a mobile crisis response team, jail diversion programs and various other supportive services. This position will work closely with the following RVS programs:

  • The Forensics Team provides services to assist people with behavioral health and/or substance-related conditions who are experiencing criminal justice involvement. The program offers opportunities to engage in treatment as alternative to incarceration. The program works closely with the court system on behalf of people who experience difficulties due to untreated behavioral health or substance related conditions.

  • The CIT program is imbedded with the local police to provide crisis intervention, engagement, case management and other services to support people in the midst of a crisis whereas the police are contacted. The program collaborates closely with local police to support individuals in obtaining treatment and resources.

  • MRT is designed to provide timely services to assess and manage risk, divert hospitalizations, stabilize symptoms, offer safe and successful transitions from hospital levels of care and provide ongoing assessment and monitoring to improve clinical outcomes and manage risk issues.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Mental Health and Addiction Services and Developmental Services this class is accountable for directing a clinical division, a clinical discipline or a clinical program within a specified geographic area.

EXAMPLES OF DUTIES

  • Manages the staff and operations of a clinical program, discipline or specialized area;

  • Coordinates, plans and manages program activities;

  • Formulates program goals and objectives;

  • Develops or assists in the development and implementation of related policy;

  • Interprets and administers pertinent laws;

  • Monitors and evaluates staff;

  • Prepares or assists in preparation of program budget;

  • Maintains contacts with individuals both within and outside of program who might impact on program activities;

  • Ensures program compliance with standards established by outside monitoring agencies;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Four (4) years of professional experience in Behavioral Health Care and a Master's degree in a clinical discipline, public health administration, health care administration or hospital administration.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been supervising professional staff.

For state employees this experience is interpreted at the level of a Behavioral Health Unit Supervisor, Developmental Services Supervisor of Case Management, Nurse Supervisor or Supervising Clinician.

PREFERRED QUALIFICATIONS

  • Clinical experience in assessing and managing risk in community-based settings

  • Experience developing and fostering collaborative relationships with community stakeholders such as local soup kitchens, community providers, local police and hospitals

  • Experience providing a full array of behavioral health services to people who have involvement with the criminal justice system

  • Supervisory experience of a multi-disciplinary outpatient team providing behavioral health and substance-related treatment

SPECIAL REQUIREMENTS

Department of Developmental Services: Incumbents in this class may be required to maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse or psychologist.

Department of Mental Health and Addiction Services: Incumbents in this class must maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse, psychologist or alcohol and drug counselor.
