At the City of Dania Beach, we are looking for a dedicated individual to join our team as a Beach Ranger. The ideal candidate will performs a variety of paraprofessional duties involving the issuance of non-moving traffic citations and related public communications and community contact work. Additionally, incumbents patrol the beaches and grounds informing patrons about beach rules and regulations. This includes explaining and enforcing regulatory codes and ordinances relating primarily to beach usage. Beach Rangers are unarmed and have authority under the City's Code to enforce beach rules, issue beach exclusions, warnings and/or citations, when necessary.

Duties & Responsibilities

ESSENTIAL JOB FUNCTIONS

  • Patrols an assigned City area in which parking regulations are to be enforced.

  • Patrols the beach on foot or assigned vehicle to promote the safety and security of beach patrons, employees, facilities, and grounds in a manner that contributes toward deterrence of code and safety violations and crime.

  • Provides a positive presence, promotes the enjoyment of the beaches and voluntary compliance with rules, ensuring proper use of facilities and amenities.

  • Exercises independent judgment in determining the appropriate course of action when dealing with public nuisances, group conflict, and general public interactions and determine when situations require law enforcement assistance/intervention.

  • Detects and investigates any reported or unreported hazards, possible safety problems, and violations.

  • Enforces applicable laws, codes, ordinances, and other regulations by issuing warnings and written notices of violations to the appropriate authorities.

  • Writes parking citations and delivers same to owners and drivers of vehicles found to be in violation.

  • Issues citations for non-moving violations, including but not limited to improper parking at loading zones, meters, crosswalks, fire hydrants, fire lanes, handicapped zones and double parking.

  • Performs routine maintenance on parking meter machinery and parking signage.

  • Testifies in court proceedings as necessary on matters related to the work activity.

  • Performs liaison functions with businesses and residents in areas of routine patrol relating to parking enforcement problems. Collects daily parking fees from parking meters.

  • Performs maintenance on all parking meters to ensure they are functioning correctly.

  • Contacts a point person when a part must be replaced, or meters need service updates.

  • Removes all graffiti from machines or any parking or city related signage.

  • Directs traffic when required.

  • Delivers parking passes to the different businesses in a timely manner.

  • Assists in finding owner information for all paper written tickets.

  • Maintains a collection log of all times the machines are collected and the amount of those collections.

  • Performs related duties as directed when such duties are a logical and appropriate assignment to the position.

  • Disseminates information regarding rules and regulations, health and safety hazards and beach events to the public.

  • Issues civil citations for city ordinance violations.

  • Appears in court for depositions for civil citation appeals.

  • Interacts effectively with the public; greets beach visitors and explains rules, regulations, and city ordinances; provides directions and handles public inquiries and complaints.

  • Conducts investigations and may issue citations regarding animal ordinance violations, open containers, and illegal trash dumping.

  • Conducts investigations on any relevant event occurring on Department property.

  • Completes appropriate reports, such as vehicle accidents, and employee/visitor injuries, etc.

  • Prepares reports such as daily activity logs, incident reports, vehicle maintenance, etc.

  • Controls activity levels, providing crowd control at City Sponsored events and notifying the public of beach operating hours.

  • Uses radio communication equipment to call law enforcement, emergency medical service or other personnel when required.

Qualifications

What's required:(Minimum Requirements)

  • High School Diploma or its equivalent.

  • Minimum of one (1) year of full-time experience dealing with the public in code enforcement, security, or other regulatory enforcement matters.

  • Possess a valid, driver's license with an acceptable driving record and must maintain it throughout employment without any restrictions affecting job requirements. If the driver's license is out of state, must be able to obtain a Florida driver's license within thirty (30) days of the hire date.

  • Completion of a Parking Enforcement Specialist Program and a State of Florida Parking Enforcement Certification to write and issue tickets or the ability to obtain it within 6 months of the date of hire.

  • Possess or obtain Level 1 certification from the Florida Association of Code Enforcement within 12 months of appointment.

  • Possess and maintain current certification in American Heart CPR or American Red Cross Community First Aide & Safety within 6 months of appointment,

  • Ability to work flexible, non-traditional hours including nights, weekends, and holidays.

What's preferred: (Desired Requirements)

  • Minimum of three (3) years of full-time verifiable experience dealing with the public in any of the following types of work: code enforcement, security, former law enforcement, United States military, or regulatory enforcement experience.
