Essential Duties and Responsibilities To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. (any one position may not include all of the duties listed nor do the listed examples include all duties which may be found in positions of this class.) * Greet persons entering the Health Department, determines nature and purpose of visit, and direct or escort them to specific destinations. Operate multi-line telephone system to answer, screen, or forward calls and provide information. Assist customers by providing information and resolving their complaints. * Acquire and retain knowledge of various policies, procedures, rules and regulations related to numerous local, state and federal programs managed at the Health Department. * Respond to requests for birth and death certificates and disposition permits via telephone, mail, fax and in person. Review applications and supporting documentation to determine entitlement to confidential records and evaluate primary and secondary identification(s) submitted for authenticity and acceptability. Examine certificates for accuracy and completeness and make corrections and/or resolve discrepancies. Research and prepare certified copies of birth and death certificates utilizing various on-line computer applications and databases. Issue disposition permits for burial or cremation. Run periodic statistical reports according to Department policy and/or State regulations. Periodic weekend on-call duty required for Vital Statistics/Deputy Registrar responsibilities (approximately 5-7 times per year). * Verify charges for services or products received, collects deposits or payments, and arranges for customer billing. Receives payment by cash, check, credit cards, or vouchers. Enters customers' transactions into computers to record transactions and issues computer-generated receipts, refunds, or change due to customers. Balances currency, coin, and checks in cash drawers at ends of shifts, and calculates daily transactions using computers, calculators, or adding machines. Reconciles daily summaries of transactions to balance books. Keeps accurate records of monetary exchanges, various transaction forms, and transaction reconciliations. * Schedules and confirms patient appointments. Interviews patients to complete intake documents, histories or forms such as patient demographics, financial screening and/or insurance verifications. Assists patients, providers and third-parties with records requests. * Processes program paperwork and enters data into corresponding software applications. Coordinates field inspections, meetings, community events, or home visits and prepares relevant paperwork. * Opens, sorts and analyzes incoming mail, faxes, memos, contracts, and reports to determine their significance and plan their distribution. Reviews computer systems for customer-initiated contacts and coordinates responses. * Composes a variety of confidential and complex correspondence and documents utilizing technical terminology and composition skills requiring accuracy and completeness. Proofreads data and other information, such as memos, records or reports. * Gathers, prepares and distributes agendas and related documentation for meetings; attends meetings and takes and transcribes minutes and notes. * Compiles, copies, sorts, and files or scans records of various Department activities. Records information in various software systems, updates paperwork, maintains documents such as contracts, financial records, program files, customer files, correspondence, or other documents related to Department activities. Establishes and maintains accurate and up-to-date paper and/or electronic filing systems. Archives records electronically and maintains all records of various transactions according to Department policy or State or Federal regulations. * Cross-trains with teammates on accounting and administrative support where/when appropriate to provide back-up assistance for various administrative staff. * Maintains and improves quality of existing work process documentation and training materials. * Assists on Special Projects Team as needed. * Acts as a technical resource to customers and non-administration staff; explains processes and procedures; instructs others on how to complete forms and documents. * Assists with preliminary accounting work for numerous grant and departmental billings. Processes Medicaid, insurance claims and billings to third party payers. * Assists with annual county budget as directed. * Assists with year-end close activities, including year-end file rotation. * Enters data into several different computer programs; learns and applies new computer skills on a regular basis; has a strong working knowledge of computer programs used on a daily basis such as electronic health records, program specific software applications, Microsoft Windows, Word, PowerPoint, Excel, and Outlook, database user interface and query software (client databases), and web browser software. * Completes position-specific training for public health emergency response activities. * Works the scheduled hours each day/week established for this position and is available as-needed outside of normal operating hours to assist with response to public health emergencies or community outreach events. * Commutes or works from all Health Department locations including Greeley and Southwest Weld offices or other locations as needed. * Maintains sensitive and confidential records information. Follows the Weld County Code of Conduct and adheres to strict confidentiality guidelines, including HIPAA, and the appropriate non-disclosure and/or release of information. * Maintains professional conduct and adheres to the Public Health Code of Ethics. Qualifications MINIMUM REQUIREMENTS Education: High school diploma or equivalent with course work in office and business practices. Successful completion of college level courses helpful. Required work experience: Three years full time office clerical experience in an increasingly responsible position. Certificates, Licenses, Registrations: A valid State of Colorado driver's license and use of personal, insured vehicle is required to perform job duties. Auto insurance, maintained at all times, as required by State law, is required. ADDITIONAL QUALIFICATIONS * Background Investigation: Candidate must be able to pass criminal background check. A pre-employment criminal background check will be conducted as part of the selection process. Felony convictions or conviction of crimes of moral turpitude or convictions of misdemeanors related to job duties may disqualify you from being considered for this position. Should your background check reveal any charges and convictions, it is your responsibility to provide the Weld County Department of Public Health and Environment Administrative Division with an official disposition of any charges if you wish to be considered for this position. * Residency: Must be a current resident of the State of Colorado at time of hire. Required Skills, Knowledge and Abilities: * Operate office machines such as photocopiers, scanners, calculators, typewriters, facsimile machines, voice mail systems, and personal computers. * Accurately operate 10-key calculators by touch and type at 45 words per minute minimum. * Must have excellent attention to detail. * Utilize common business etiquette practices in all forms of interactions (written, verbal and non-verbal) with internal and external customers in an office environment. * Read and comprehend information and ideas presented in writing including all forms of correspondence, procedure manuals, department policies, safety rules, operating manuals and maintenance instructions. * Communicate information and ideas in writing so others will understand; write routine reports and correspondence; thorough knowledge of spelling, punctuation and grammar required. * Listen to and understand information and ideas presented through spoken words and sentences. * Effectively communicate information and ideas in one-on-one and small group situations to customers, clients, and other employees of the organization. * Speak clearly so others can understand you; ability to identify and understand the speech of another person. * Apply math concepts and calculations in the work environment; ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals; compute percent and to draw and interpret bar graphs. * Exercise initiative and an extensive use of independent judgment. * Work well in a team environment; work with a diverse group of people; establish and maintain effective working relationships with employees, professionals, other departments, agencies, and the public. * Ability to tell when something is wrong or is likely to go wrong.
