Leidos is hiring a Technical Leader ready to push customer technical boundaries and work with members of a dynamic and fast paced technical program in Washington, DC. Our program has full lifecycle Agile Software Development and O&M for our systems. Our program works to develop and maintain a translation workflow tool to facilitate linguistics for the Intelligence Community.

The Technical Lead will work daily with the Program Manager, Customer and contracting teammates advising on program schedules, milestones, planning and stakeholder engagement as well as validating and developing technical implementation, execution and other program necessities. Addtionally, the successful Technical Lead will be hands on researching, building and developing innovative improvements for our system.

The Technical Lead will provide hands on interaction and direction with the entire team determining and prioritizing program objectives both present and future. The On-site Technical Lead will coordinate the O&M cycle with the schedule of activities on-site for efficient deployment of upgrades and modifications. The position enacts the protocols prescribed by the software engineering methodology into the physical and virtual workplace environments. The position will also lead the cloud migration and development of new cloud environments.

Primary Responsibilities

  • Provide technical direction and leadership to a team of Software Developers, Testers, System Administrators, and Database Administrator

  • Develop tasks for Cloud Migration and Cloud Enhancement implementing cloud tools to increase value and stability for the customer

  • Provides strong technical direction and leadership to both operations team and development team

  • Perform engineering studies and prototype for future system and architecture enhancements

  • Provide the following engineering practices for the language translation workflow tool:

  • Formulate systems or subsystems architecture and design

  • Formulate systems or subsystems requirements

  • Develop systems or subsystems

  • Direct integration of tools / technologies / systems

  • Manage Agile software development cycles

  • Provide strategic vision from a technical and execution perspective adding value to the customer

  • Work side by side with the PM to influence, shape and execute customer priorities

Basic Qualifications

  • BS/BA Degree and 12+ years of prior relevant experience or Masters Degree with 10+ years of prior relevant experience (in Computer Science, Engineering, Information Technology, System Administration, Cyber Security)

  • Cleared at the Top Secret level, SCI eligible with an active polygraph

  • Eight or more years of experience performing highly complex software engineering activities using "state-of-the-art" software engineering concepts and software techniques

  • Certified Amazon Web Services Certified Associate

  • Strong demonstrated working experience in both software development and operations management

  • Self-starter with the ability to tackle ambiguous tasks and shape the team to execute contract requirements

  • Experience with migration and operation of systems to an Amazon Web Services (AWS) cloud environment

  • Agile software development experience

  • A professional background in Systems Engineering / Cloud Architecture / Software Development

  • Experience with Cloud Computing Technologies/Amazon Web Services (AWS)

  • Strong communication skills

  • Can work independently of direct supervision

  • Ability working and engaging the customer almost daily

  • Experience architecting systems in AWS

  • Demonstrated knowledge of government cloud systems and architecture on all enclaves

  • Experience migrating systems to the cloud

  • Experience with Agile Software Development

margin: 0;">Providing assistance to Protective Security Advisors (PSAs) with project formulation and development.</li> <li style="padding: 0; margin: 0;">In general, analyze and draft documents for RRAP projects</li> <li style="padding: 0; margin: 0;">Drafting, reviewing, editing, and updating Project Plans including Scoping, Timeline and Milestones, and Record of Change.</li> <li style="padding: 0; margin: 0;">Assisting with project site selection analysis.</li> <li style="padding: 0; margin: 0;">Coordinating and participating in RRAP site visits and facilitated discussions involving Federal, State, Local, Tribal, Territorial (FSLTT) and Private Sector Partners.</li> <li style="padding: 0; margin: 0;">Integrating analysis of assessment results and identification of key findings.</li> <li style="padding: 0; margin: 0;">Developing, coordinating, and reviewing final Assessment Reports.</li> <li style="padding: 0; margin: 0;">Coordinating with the DHS Protected Critical Infrastructure Information (PCII) Program Office to ensure RRAP final products comply with PCII Program Guidelines for Derivative Products and the RRAP Agreement to Operate and address emergent issues concerning PCII and the RRAP (as applicable)</li> <li style="padding: 0; margin: 0;">Supporting post-assessment out-briefs and implementation/follow-on activities (e.g., subsequent table- top exercises and related events with RRAP participants).</li> <li style="padding: 0; margin: 0;">Planning the logistics of the weekly Headquarters RRAP coordination meetings, (to include compiling, editing, and distributing meeting minutes).</li> <li style="padding: 0; margin: 0;">Understanding of and providing information on recent academic and industry developments regarding infrastructure resilience and physical and cyber security.</li> <li style="padding: 0; margin: 0;">Review and provide input on policies and procedures used to direct RRAP activity such as SOPs.</li> <li style="padding: 0; margin: 0;">Develop and maintain program briefings, correspondence, and other outreach and communication materials.</li> <li style="padding: 0; margin: 0;">Contractor shall complete required safety training as provided by critical infrastructure owners/operators.</li> </ul>  <br /> 2.  Infrastructure Survey Tool (IST)  <ul> <li style="padding: 0; margin: 0;">Support the tracking of all schedules for Infrastructure Survey Tool (IST) visits.</li> <li style="padding: 0; margin: 0;">Support the coordination of the Infrastructure Survey Tool (IST) approval process.</li> <li style="padding: 0; margin: 0;">Review all IST reports, approximately 600 individual IST reports per year, to provide quality assurance and quality control (QA/QC).</li> <li style="padding: 0; margin: 0;">Coordinate efforts between the IST lead and other team members in the Quality Assurance/Quality Control (QA/QC) process.</li> <li style="padding: 0; margin: 0;">Coordinate, format, and edit all RFIs in support of security surveys.</li> </ul>  <br /> 3.  Infrastructure Visualization Platform (IVP) <ul> <li style="padding: 0; margin: 0;">Coordinate Infrastructure Visualization Platform (IVP) imagery capture scheduling.</li> <li style="padding: 0; margin: 0;">Produce IVP multimedia products using CISA selected software.</li> <li style="padding: 0; margin: 0;">Trained to compile an IVP product from raw data collected in the field into the interactive IVP final product.</li> <li style="padding: 0; margin: 0;">Support the initial processing of all media for IVP collection.</li> <li style="padding: 0; margin: 0;">Document all materials to be incorporated into IVP products</li> <li style="padding: 0; margin: 0;">Assist in the delivery of the final IVP product and ensure the PSA and recipients understand how to properly navigate the product.</li> <li style="padding: 0; margin: 0;">Review individual IVP products and provide QA/QC support. They shall schedule QA/QC of Products and Edits of RFIs (approximately 2/week).</li> <li style="padding: 0; margin: 0;">Coordinate efforts between the IVP lead and other contractors in the QA/QC process.</li> <li style="padding: 0; margin: 0;">Coordinate, format, and edit all requests for information in support of the IVP program.</li> <li style="padding: 0; margin: 0;">Complete required safety training as provided by critical infrastructure owners/operators.</li> </ul>  <br /> 4.  Resilience Services Branch (RSB) Support <ul> <li style="padding: 0; margin: 0;">Review, edit, and assist with the coordination of RSB production as directed by the Federal Team Lead.</li> <li style="padding: 0; margin: 0;">Provide administrative support and draft decision and informational memos as necessary to advance the RSB projects.</li> <li style="padding: 0; margin: 0;">Develop and produce copies of additional RSB products (using Government copiers) in support of ISD and/or CISA incident management or outreach activities. d. The Contractor shall provide administrative and analytic support for the process of selecting subjects for future RSB reports, including selection criteria development, research, analysis, review of external products, and document preparation.</li> <li style="padding: 0; margin: 0;">Develop and implement approaches to communications, outreach, and strategy development.</li> <li style="padding: 0; margin: 0;">Provide analyses of programs and performance, including the development, support, and implementation of risk reduction and resilience enhancement metrics.</li> <li style="padding: 0; margin: 0;">Format, generate and coordinate responses to requests for information (RFIs) from internal and external stakeholders.</li> <li style="padding: 0; margin: 0;">Review and coordinate on responses to documents, taskings and reports including assessment reports.</li> </ul>  <br /> 5.  General Analytical and Data Support <ul> <li style="padding: 0; margin: 0;">Analyze, maintain and report data collected from field assessments such   as ISTs, IVP products, and RRAPs.</li> <li style="padding: 0; margin: 0;">Provide program management and strategic analysis of specialized field assessments. The intent of these assessments is to identify vulnerabilities of nationally significant critical infrastructure.</li> <li style="padding: 0; margin: 0;">Perform research on vulnerability and resilience data contained in assessment reports, and generate products as requested.</li> <li style="padding: 0; margin: 0;">Participate in the pre- and post-assessment working groups and activities as requested by the Government.</li> <li style="padding: 0; margin: 0;">Provide data-mining support in response to CISA and leadership tasks that include inquiries, program planning, and budget formulation tasks.</li> </ul>  <br /> 6.  General Analytical and Data Support <ul> <li style="padding: 0; margin: 0;">Analyze, maintain and report data collected from assessments for training and instruction needs, gaps, and evaluations of presented training, as requested by IAA/PTB.</li> <li style="padding: 0; margin: 0;">Perform research on training and instruction and specific subject matter areas and generate products, as requested by IAA/PTB.</li> <li style="padding: 0; margin: 0;">Participate in the pre- and post- working groups and activities related to training and instruction as requested by IAA/PTB.</li> <li style="padding: 0; margin: 0;">Provide data-mining support in response to CISA and leadership tasks that include inquiries, program planning, and budget formulation tasks related to training and instruction, as requested by IAA/PTB.</li> </ul>  <br /> 7.   IAA ASSISTANCE SUPPORT. <ul> <li style="padding: 0; margin: 0;">Develop taskings, briefings, reports, fact sheets, talking points, communications, and outreach for the CISA Infrastructure Assessments and Analysis (IAA) as directed by Associate Director’s Office and designees.</li> <li style="padding: 0; margin: 0;">Review IAA’s work products, requiring a high degree of familiarity with relevant policies, programs, and standards; identify issues and opportunities for improvement to the Associate Director, Deputy Associate Director, and their Designees.</li> <li style="padding: 0; margin: 0;">Manage IAA’s internal and external communications to include speaker requests and associated clearance processes, develop charts, memorandum, reports, letters, taskings and review briefings and presentations, and coordinate participation of senior executives at major events.</li> <li style="padding: 0; margin: 0;">Operate daily executive task tracking (leveraging CATT) correspondence management system to track and monitor all internal and external tasks.</li> <li style="padding: 0; margin: 0;">Develop IAA’s templates and standards to report on activities not covered by DHS, CISA, or ISD templates and standards.</li> <li style="padding: 0; margin: 0;">Ensure task coordination across Branches and if required  Sub-Divisions while providing quality control to advance information-sharing.</li> <li style="padding: 0; margin: 0;">Research and recommend changes to policy through participation in policy related Headquarters tasks and meetings.</li> <li style="padding: 0; and preparing settlement vouchers after trips<br />  </li> </ul> <strong>Job Specific Knowledge/Requirements:</strong><br />   <ul> <li style="padding: 0; margin: 0;">The Analytics Technical Lead must have at least ten (10) years of demonstrated experience acting as a senior data analyst, including at least three years applied to national security or homeland security data.</li> <li style="padding: 0; margin: 0;">The lead must have a degree in the fields of Mathematics, Statistics, or Engineering and a have undertaken more than 24 credit hours of quantitative based coursework (in the fields of mathematics, statistics, or engineering), including at least six credit hours of calculus.</li> <li style="padding: 0; margin: 0;">The lead should have experience in presenting and communicating the results of analysis to project stakeholders.</li> <li style="padding: 0; margin: 0;">The Analytics Technical lead should also have relevant certifications in the field of data science that could include, but are not limited to, Microsoft Certified Solutions Expert (MCSE): Data Management and Analytics, Certified Analytics Professional, Amazon Web Services (AWS) Certified Big Data - Specialty, or SAS Certified Big Data Professional.</li> <li style="padding: 0;
