Job Title: Military Systems Specialist Location:

Fort Belvoir VA Duration: Long term Clearance: Active secret

Military Systems Specialist (specializing in Aviation, ATC, and Airfield Policies and Resources
Development). The Contractor shall provide Military Systems Specialists with a strong background in military
(Army preferred) aviation, air traffic control and airfields operations/management. The Contractor shall provide
Military Systems Specialists that can support the development and publication of Army aviation, airspace, and
airfields/heliports policies and strategic plans and have the expertise to coordinate with high-level military

Military Systems Specialists shall have at least 15 years of professional experience working in
military (Army preferred) aviation related fields and three years of experience working with military (Army
preferred)Planning, Programming, Budgeting and Execution process related to specific aviation, airfield, and ATC

In addition, the Military Systems Specialists shall have experience in the following areas:

Military (Army preferred) Staff-level organizations working resource management and programming for
Army aviation, airfield, and/or ATC programs and must have an understanding of military (Army
preferred) Mission, Organization, and Structure.
Be a subject matter expert in Management Decision Package (MDEP) as it relates to military (Army
preferred) aviation operations, ATC, and airfield functions.
Significant previous experience with military (Army preferred) aviation, air traffic services, and airfields
management or airfield operations.
Significant experience coordinating and staffing military (Army preferred) aviation related actions at high
levels of military (Army preferred) organizations.
In-depth knowledge of DOD, FAA international civil aviation rules, and other applicable laws, regulations,
instructions, and directives as they pertain to airfield standards, air traffic services, aircraft operations,
airfield management, and instrument flight procedures.
Previous experience with military (Army preferred) aviation, airfields, policies and capabilities pertaining
to airfields and heliports infrastructure criteria and standards.
Possess a minimum of a bachelors degree in an intensive discipline or major field of study which either
provides substantial knowledge useful in managing complex projects or is closely related to the work as
described and required by the tasks outlined in the PWS.

VIEW JOBS 11/14/2018 12:00:00 AM 2019-02-12T00:00 Cyber Security Analyst//Information Systems Accreditor Specialist (Job Number:441870) Description: Job Description: * SAIC has an opportunity for TS/SCI cleared Information System Accreditors (ISA) supporting United States Army Intelligence and Security Command (INSCOM) at Ft Belvoir, VA. * The successful applicant will provide assessment and authorization (A&A) support for INSCOM G7 Information Technology (IT) systems and assist with overall Information Assurance (IA) programs. * Perform assessment and authorization (A&A) efforts under the NIST Risk Management Framework (RMF) on behalf of INSCOM G7 as a contractor. * Conduct cybersecurity analysis in preparation for A&A reviewing and validation of all associated cybersecurity documentation and technical controls. * Work within a team that conducts A&A activities. * Develop System Security Plans (SSP), Contingency Plans, Business Impact Analyses (BIA), Plan of Action and Milestones (POA&Ms), and other documentation. * Covers all cybersecurity aspects including, but not limited to, identifying risks, validating the mitigation of plans of action, analyzing system designs, and assisting with A&A issues that may prevent a system from receiving authorization. * Supports the implementation of RMF by developing documentation and updating policies, procedures, and processes as assigned. * Represent INSCOM G7 to very senior level government, industry and/or academia settings; must be able to understand and supervise/advise information assurance and network security accreditation procedures * Must have master level communication, interpersonal, and collaboration skills and must be able to work as part of a dynamic and technically complex team, while also conducting independent support with zero supervision and minimal guidance * Work with program personnel, integration contractors, site ISSOs and IAMs to facilitate the collection of data required for accreditation projects * Provide recommendations for Confidentiality, Integrity and Availability by identifying appropriate NIST 800-53 IA controls within accreditation packages and verify implementation is in accordance with DNI, DoD and Army IA standards Responsibilities and Duties: * Identify key stakeholders in A&A efforts and ensure system documentation reflects current system security configurations to include hardware and software components, data flow, interconnections, and ports, protocols, and services, etc. * Identify potential risks associated with system configurations and advise on mitigation strategies * Participate in A&A status meetings and facilitate moving systems toward a successful A&A effort * Assist in development and implement detailed test plans and review findings from self-assessments to determine readiness for independent validation and verification (IV&V) assessment * Assist customer program offices in interpreting and applying mitigation strategies * Conduct IV&V assessments and analyze test results for accuracy, compliance, and adherence to Federal cybersecurity requirements * Conduct thorough reviews of all vulnerabilities, architecture, and defense in depth strategies and report findings in POA&Ms document * Document residual risks and provide the cybersecurity risk analysis and mitigation determination results * Produce risk assessment artifacts describing initial risks during system development and residual risks identified during IV&V * Maintain cybersecurity policy and processes as assigned * Able to analyze, interpret, and apply Federal cybersecurity guidance to customer needs * Communicate the security posture of systems through designated reporting mechanism * Collaborate with other team members in cybersecurity #ICAF Qualifications: Required Skills and Education: * Bachelor's Degree in IT, Cyber Security, Computer Science, or related field preferred and 8+ years of experience, with at least 3+ years of relevant experience with Risk Management Framework (RMF) A&A activities. * 4 years of experience may be substituted in lieu of a degree. * One or more of the following certifications required; CISSP or CISM Required Experience and Clearance: * Current/active TS SCI clearance, with ability to obtain a CI Poly * 3+ years of experience in the following areas: Cybersecurity policy, procedures, and processes, including RMF and NIST 800-53 and A&A's * Experience using MS office tools such as Excel, Word and Visio * Familiar with NIST publications, specifically RMF and NIST controls * Familiar with dealing with defense- in-depth, and other information security and assurance principles and associated supporting technologies * Excellent customer service and organization skills * Excellent oral and written communication skills * Must demonstrate proficiency in the following areas: multi-tasking, critical thinking;
