The duties described below are at the target grade level (FG/GS-13). At the developmental grade level (FG/GS-12), assignments are limited in scope, performed with less independence, and limited complexity.
Serves as a Principal Aviation Safety Inspector (ASI) and performs certificate management and continued operational safety duties at aerospace organizations. The ASI determines conformity of prototype products utilizing the manufacturer's quality procedures, experience, inspection personnel, equipment and facilities. In addition, the ASI evaluates the adequacy of processes and procedures to determine if the aeronautical product/article is reproducible after certification. The ASI is involved in the planning and implementation of a full range of Type, Production, and Airworthiness Certification programs at aerospace organizations within a Manufacturing Inspection District Office's (MIDO), Manufacturing Inspection Satellite Office's (MISO), or Certificate Management Office's (CMO) geographic area of responsibility.
ASI verifies assigned aerospace organizations comply with Title 14 Code of Federal Regulations (14CFR) with respect to production, original airworthiness, and certification programs. Determines certificate management actions for audit of assigned aerospace organizations. Establishes certificate management actions in terms of kind and areas of audit, location, and frequency that will be most productive to assure adherence to the aerospace organization's quality system. Assures on a continuing basis, that quality systems, organization, production facilities, and aeronautical products of assigned aerospace organizations are in compliance with FAA approvals and 14CFRs. Conducts audits in accordance with FAA Orders 8120.22 Production Approval Procedures, 8120.23 Certificate Management of Production Approval Holders, and other established policies. Serves as a manufacturing expert in the investigation of violations, accidents, incidents and malfunction/defects that may be attributable to items manufactured in assigned organizations. The ASI coaches/mentors and reviews the work of lower grade inspectors, and performs other duties as assigned.
ASI applies risk management in planning and decision making regarding the appropriate level of FAA involvement in: oversight and management of organizational delegations and/or individual designees; certification projects (production, airworthiness, and type) and continued operational safety decisions. Incumbent applies systems thinking principles to the above responsibilities in order to achieve comprehensive solutions. Uses a systems based approach to oversight of large/complex delegated organizations as well as smaller delegated entities and determines how to most efficiently and effectively oversee these entities based upon risk to operation within the aviation system.
Occasional travel - The job may require travel from time- to-time, but not on a regular basis. The travel may be for training or other work-related duties.

Applicants must meet all of the following requirements to receive consideration:
Not more than two separate incidents involving Federal aviation regulations violations in the last 5 years;
Valid State driver's license;
Fluency in the English language;
No chemical dependencies or drug abuse that could interfere with job performance; and
High school diploma or equivalent.
Aviation Safety Inspector positions have job-related medical requirements. When applicable, applicants must meet job-related medical requirements which will be assessed and validated during the pre-employment process.
Applicants must be physically able to perform the duties of the Aviation Safety Inspector position in a safe and efficient manner, with or without a reasonable accommodation. The minimum medical requirements include the following requirements:
Have good distant vision in each eye and be able to read printed materials the size of typewritten characters (glasses and contact lenses permitted) without strain;
Have the ability to hear the conversational voice (hearing aid permitted);
Not have any physical condition that would cause them to be a hazard to themselves or others or that would interfere with their ability to fly as passengers in a variety of aircraft.
In addition, applicants for positions that require participation in the operation of the aircraft must:
Possess a valid second class medical certificate in accordance with FAA regulations; and
Pass recurrent medical examinations as prescribed by the FAA.
Applicants not requiring valid second-class medical certificates who are tentatively selected will be required to:
Provide documentation from a board-certified physician certifying that they meet the minimal medical requirements; or
Individuals who do not meet the minimum medical requirements but who are otherwise qualified will receive an individualized assessment to determine whether they can perform the essential functions of the position.
When the predominant work involves manufacturing, applicants must meet one of the following requirements:
A. Experience in the area of quality systems, methods, and techniques in the manufacture of products and/or articles that demonstrates the ability to determine whether aircraft and related products meet the approved design criteria, or the design criteria on which approval is being sought and is in condition for safe operations; or
B. Experience involving either the actual issuance of airworthiness certificates or having responsibility for managing programs leading to the issuance of original airworthiness certificates or original export airworthiness approvals for products and/or articles; or
C. Experience involving a combination of paragraph A and paragraph B above.
Acceptable specialized experience for paragraph A includes actual experience in a majority of the following areas:
First article, in process and final assembly inspection;
Quality assurance provisions of special processes (e.g. heat treating, brazing, welding, carburizing, plating, CAD-CAM, robotics, software quality control, etc.,)
Destructive and non-destructive inspection;
Developing and implementing quality systems and procedures;
Testing procedures; and
Use of improved design data.
The experience in paragraph A or B is typically acquired in such positions as:
Quality systems supervisor/manager;
Quality systems auditor;
Service representative with technical quality experience;
FAA designee such as a designated manufacturing inspection representative (DMIR); or
Designated airworthiness representative (DAR) authorized to perform manufacturing inspection functions on behalf of the FAA; or
Unit member of an Organization Designation Authorization (ODA).
Specialized Experience: In addition to the requirements listed above, all candidates must demonstrate one year (52 weeks) of specialized experience equivalent to the next lower grade in the Federal government. Specialized experience is experience which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and that is typically in or directly related to work of the position to be filled. To be creditable, specialized experience must have been at least equivalent to the next lower grade in the normal line of progression for the occupation in the organization.
To qualify for this position at the FG/GS-12 level -
All candidates must demonstrate one year (52 weeks) of specialized experience equivalent to the next lower grade (FG/GS-11) in the Federal government. Examples of specialized experience MUST include: Specialized experience is defined as knowledge and experience of quality assurance systems as it relates to Aerospace Manufacturing environment in the areas of assembly, test and final inspection, and airworthiness determination as evidenced by practical experience working in this environment. Specialized experience may have been acquired as an FAA designee authorized to perform manufacturing inspection functions on behalf of the FAA, such as a Designated Manufacturing Inspection Representative (DMIR) a Designated Airworthiness Representative (DAR), or unit member of an Organization Designation Authorization ODA).
To qualify for this position at the FG/GS-13 level -
All candidates must demonstrate one year (52 weeks) of specialized experience equivalent to the next lower grade (FG/GS-12) in the Federal government. Examples of specialized experience MUST include: Specialized experience working at an FAA Production Approval Holder or applicant for a production approval (Production Certificate, Part Manufacturing Approval, Technical Standard Order Authorization) in a quality control/quality assurance position. Specialized experience is defined as knowledge and experience of quality assurance systems as it relates to Aerospace Manufacturing environment in the areas of assembly, test and final inspection, and airworthiness determination as evidenced by practical experience working in this environment. Specialized experience may have been acquired as an FAA designee authorized to perform manufacturing inspection functions on behalf of the FAA, such as a Designated Manufacturing Inspection Representative (DMIR), a Designated Airworthiness Representative (DAR), or unit member of an Organization Designation Authorization (ODA).

No education substitution for qualifications for this position at this FG-12/13 grade level.
Full promotion potential to the FG-13 grade level: This position may be filled at the FG/GS-12 or FG/GS-13 grade level. If selection is made at the FG/GS-12 level, promotion to the FG/GS-13 level may occur without further competition. Identification of promotion potential in the vacancy announcement does not constitute a commitment or an obligation on the part of management to promote the selected candidate at some future date. Promotion will depend upon the selectee meeting training, qualification requirements, and recommendation by the supervisor.
