Position is on the staff of a not-for-profit government consulting firm located in McLean, VA. The senior consultant will work on-site at the Pentagon supporting the Army G-4's Maintenance Directorate (G-44(M)) in the Aviation Maintenance Division. The senior consultant will be responsible for end-to-end support of the aviation logistics management program with a focus on data collection and analysis of factors ensuring the highest state of readiness across the aviation fleet. This requires a masterful knowledge of all elements of logistics support activities and functions and the ability to integrate these separate functional elements into a comprehensive understanding of how they affect the logistics sustainment of the Army. Position requires a DoD Secret Clearance.
Plan, coordinate, collect, and evaluate aviation logistics sustainment data in order to ensure the highest levels of defense preparedness are maintained across the entire Army. Determine aviation unit and fleet readiness trends; identify provisioning, supply, maintenance, manning, and training deficiencies; and assess the capability of units to perform their specified missions.
Provide aviation sustainment input for the monthly Army Strategic Readiness Update (SRU) and Army Strategic Readiness Assessment (ASRA) with the Vice Chief of Staff, Army (VCSA).
Interface with Army Commands, Army Service Component Commands, and Direct Reporting Units to resolve deficiencies that arise with aviation logistics matters.\
Analyze policies, procedures, and regulatory requirements; evaluate their impact on current support operations; and coordinate corrective actions with technical and program specialists and subordinate commands.
Research and interpret federal laws and regulations, policies, and procedures; and advise on intent and application of concepts and principles.
Assist with facilitating study groups and steering committees to identify and implement recommendations that improve the efficiency and effectiveness of aviation logistics functions, operations, and performance.
Support G-4 proponent role for aviation logistics readiness policy and reporting procedures under Army Regulations (ARs) 700-138 (Chapter 3) and 95-4
Provide G-4 input to Army G-3/5/7's AR 220-1 for chapters dealing with the unit status reporting of equipment on-hand and equipment readiness data. Participate in the Army Readiness Working Group (ARWG) supporting Defense Readiness Reporting System-Army (DRSS-A) requirements, as needed.
Support G-4 Materiel Condition Status Reports (MCSR)/Army Materiel Status System (AMSS) requirements and coordinate with AMC Logistics Data Analysis Center (LDAC) on ensuring readiness reporting items/systems are accurately reflected in the Maintenance Master Data File (MMDF). Ensure that published policies and procedures are consistent with and in accordance with DoD Policy on Materiel Condition Status Reporting for Mission-Essential Weapons Systems and Equipment.
Provide aviation subject matter expertise to G-44(M) Integrated Logistics Support Division.
Support G-4 participation at aviation enterprise maintenance and readiness forums, workshops, and initiatives.
Candidate must have an advanced degree with 9 years of experience, a bachelor's degree with 11 years of experience, or no degree with 15 years of experience with large, technically complex logistics projects.
Possess strong written, oral, and interpersonal skills. Ability to work autonomously and high standards for personal performance. Strong organizational skills, detail oriented, and adaptable to flexible work styles, environments, and locations.
Ability to coordinate and build consensus among a wide cross-section of stakeholders. Comfortable briefing General Officers, Senior Executives, and Command Sergeants Major.
Knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) process, programming, and execution to support senior Army decision-making.
Knowledge of Army policies and procedures governing readiness reporting and Army logistics readiness and sustainability.
Experience with AMSS, MMDF and other authoritative sources of information to accurately assess the materiel condition of the aviation fleet.
Prior experience working on the Army Staff or ACOM-level of support desired.
Proficiency with Microsoft Office suite of tools (Excel, Access, Word and PowerPoint).
Occasional travel required.
