GENERAL DESCRIPTION

Under immediate supervision, assist in maintaining the Abilene Regional Airport to a standard required by 14 Code of Federal Regulations (CFR) Part 139, CFR Part 1542 and all other applicable Federal Aviation Administration (FAA) and Transportation Security Administration (TSA) regulations. These standards include but are not limited to, airfield lighting and signage, pavement maintenance management, maintenance on perimeter and internal security systems, building and grounds maintenance, equipment maintenance, etc.

SUPERVISION EXERCISED

Airport Maintenance Specialist I exercises no supervision.

Airport Maintenance Specialist II may exercise technical and functional supervision over Airport Maintenance Specialist I.

IMPORTANT AND ESSENTIAL DUTIES

Develop understanding of 480/208/120 high voltage series circuits and a variety of electrical test and measurement equipment for troubleshooting and repairs on airfield lighting systems in accordance with FAA requirements.

Perform inspections, repair, and replacement of all taxiway and runway light fixtures and signs. Ensure the correct application of all airfield lighting and signage. Performs routine maintenance on rotating beacon and maintains all wind cones located throughout the airport in accordance with FAA regulations.

Develop ability to read and understand wiring schematics as they apply to a multitude of applications for preventive and corrective maintenance. These applications include, but are not limited to, airfield lighting, building electrical systems, electrical operated doors, baggage conveyors, heating and cooling systems, and passenger boarding bridges.

Perform routine preventive maintenance, corrective maintenance, and emergency repairs on baggage handling system, passenger boarding bridges, automated gates and other airport mechanical and electrical systems.

Possess an understanding of computer-controlled cooling and heating systems and the ability to be trained to perform preventive and limited corrective maintenance on all types of heating and cooling systems.

Perform repairs to asphalt and cement surfaces. These include but are not limited to repairs to surface cracks and holes on taxiways and runways and other paved airport surfaces; paint runways and taxiways paved surfaces and other airport paved surfaces using mobile high- pressure painting equipment and the proper application of reflective bead material in accordance with FAA requirements.

Maintain the airport's operational capability during inclement weather by performing snow/ice removal using a variety of snow/ice removal equipment. This includes the operation of snow plows and brooms and the spreading of anti-icing/de-icing materials and cleanup after each weather event.

Perform mowing/landscaping techniques on the airfield and public areas; trim trees and brush; spray mesquite and weeds to ensure compliance with FAA requirements; maintain other grass areas to support the airport's Wildlife Hazard Management Program.

Maintain the serviceability of security fencing supporting Department of Homeland Security regulations.

Perform various cosmetic and functionality repairs in airport buildings. These include but are not limited to ceiling and sign lighting in terminal, overhead manual and electric roll-up doors, minor repairs to elevators and escalators, plumbing repairs, drywall repairs, flooring repairs and painting.

Operate a city vehicle daily to navigate all airside and landside areas of airport property, to other city departments/facilities for collaboration, and occasionally beyond the city of Abilene for training and professional development.

Airport Maintenance Specialist II

Assists with the training of the Airport Maintenance Specialist I on all types of equipment used by the maintenance division.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

Methods, materials, and equipment used in installation and/or repair of high voltage lighting, basic asphalt and cement repairs, building maintenance.

Principles, practices, and occupational hazards, hazardous material control, and safety precautions of general maintenance work.

Safe driving principles and practices.

Skill to:

Operate and care for a variety of tools, materials, and equipment used in airfield and building maintenance trades.

Safely operate a motor vehicle.

Ability to:

Understand airfield ground maintenance practices and operate equipment. Perform general carpentry, electrical, and plumbing work.

Safely and effectively operate machinery, such as, backhoe, sweeper, front-end loader, dump truck, tractor, bat-wing shredder, riding lawn mower, snowplow and forklift.

Utilize computer systems to create, update, and complete work orders, access word documents and spreadsheets, and send and receive communications.

Perform specialized manual tasks. Respond to after-hours repair calls.

Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

Airport Maintenance Specialist II

Experience and Training Guidelines:

For positions with more than one level, all listed requirements at the lower levels

are required at the higher levels. Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying. Knowledge, skills, and abilities may be obtained through:

Airport Maintenance Specialist I:

Experience:

One (1) year of experience in performing heavy manual work is required.

Previous experience in general building maintenance work is preferred.

Previous experience in airport maintenance preferred.

Airport Maintenance Specialist II:

Experience:

Two (2) years of experience comparable to a City of Abilene Airport Maintenance Specialist I is preferred.

The Airport Maintenance Specialist II has the ability to work independently and without direct supervision.

Education/Training:

A high school diploma or GED is required.

License or Certificate:

A valid Texas driver's license, the ability to obtain one within ninety (90) days of employment, or a military waiver is required.

Special Requirements:

Exposure to cold, heat, noise, outdoors, vibration, chemicals, explosive materials, electrical hazards, and mechanical hazards.

Individuals must pass a security background check including a 10 year Criminal History Records Check and pass an airfield driving test.

Must be able to effectively communicate with Air Traffic Control personnel via VHF radios and safely operate equipment around aircraft in accordance with FAA regulations.

Must be able to comprehend FAA advisory circulars and pass annual FAA testing to comply with 14 CFR Part 139 training requirements.

Considered "essential personnel" in the event of City Offices closure and reports to work as assigned by the Department Director or his/her designee.
