General Job InformationJob SummaryThis position Is located In the District of Columbia Government (District), Office of Campaign Finance, Reports Analysis and Audit Division. The incumbent serves as an Auditor and is responsible for assisting in the conduct of independent audits of financial and accounting records and/or documents primarily of political committees and candidates for political office in the District of Columbia to determine compliance with D.C. Campaign Finance laws.Duties and ResponsibilitiesConducts complex field audits of financial records of political campaigns, candidates, and high ranking District officials, reviews records and financial statements, internal controls, management policies and procedures. Determines reasonableness of accounting, the adequacy of evidentiary material, and other aspects impacting financial statements. Develops reports of audit findings and formulates recommendations for increased efficiency, accountability and compliance with applicable laws, guidelines, and standards.Interprets a full range of policies, laws and regulations pertaining to campaign finance audit guidelines and gives technical advice. Represents the agency in contacts with District officials, officials of other agencies, audit organizations, and outside groups to explain the development and use of District campaign finance audit guidelines and procedures.Research technical problems and answer specific questions/inquiries. Provides guidance for a uniform application of audit principles and practices to specific audit circumstances often relating to complex issues.Identifies courses given by colleges and other institutions that cover audit and accounting principles and issues; participates in campaign finance seminars and workshops; provides advice and assistance to political committees, candidates, and their staff concerning compliance with the record-keeping requirements of the D.C. Campaign Finance Act.Qualifications/EducationSpecialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. * Applicant must have a degree in accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.or * Applicant must have a combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.The applicant's background must also include one of the following:*
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;* A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or * Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.Working Conditions/EnvironmentThe work is performed in an office setting.Licenses and CertificationsNoneOther Significant FactsDuration of Appointment: Career Service (Permanent)Tour of Duty: Monday- Friday; 8:15 am- 4:45 pmPay Plan, Series and Grade: CS-0511-11Promotional Potential: NoneCollective Bargaining Unit: This position is not represented by a collective bargaining unit.Position Designation(s): The position has been deemed security-sensitive, pursuant to section 410 of Chapter 4 of the D.C.
