TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05is required to meet the time-in-grade requirements for the GS-07level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
In order to qualify for this position, applicants must meet the Basic Requirement and one of the Minimum Qualifications options below.
Bachelor or higher degree in accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. NOTE: You must submit a copy of your transcripts to verify education.
Combination of Education and Experience-You must have at least 4 years of experience in auditing or accounting, or an equivalent combination of auditing or accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following: (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. NOTE: You must submit a copy of your transcripts or certification for verification.
In order to qualify for this position, applicants must fulfill the basic requirements and one of MINIMUM Qualifications options below:
Specialized Experience: One year of specialized experience equivalent to at least the GS-05 level in federal service that provided you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes:
Use standard audit techniques to assist others in audit work;
Assist others in evaluating work processes, conditions, and accounting or control systems;
Compare conditions or data observed with the requirements specified by regulations or principles;
Assist with the preparation of materials for use in the briefings before and after audits; and
Ensure that all audit work (planning, performing, and reporting) meets the requirements of Generally Accepted Government Auditing Standards.
Superior Academic Achievement (SAA): SAA at the baccalaureate level is fully qualifying for the GS-07 grade level. To qualify for SAA, you must have completed all requirements for a bachelor's degree in a related field of study that provided the knowledge, skills, and abilities necessary to do the work, and meet ONE of the following:
1.A grade point average of "B" (a GPA of 3.0 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.
2.A grade point average of "B+" (a GPA of 3.5 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study.
*Grade point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.
3.Rank in the upper one-third of your class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
4.Membership in a national scholastic honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. If more than 10 percent of your courses were taken on a pass/fail basis, your claim must be based on class standing or membership in an honorary society. (NOTE: MUST submit transcripts if using education to qualify)
Education: One full year of graduate level study in accounting or auditing or other related field of study that provided the knowledge, skills, and abilities necessary to do the work. (MUST submit copies of transcripts).
Combination of Education and Experience: A combination of specialized experience and graduate education as described directly above that total 100% when combined. First, determine total qualifying experience as a percentage of the specialized experience described above; then determine the education as a percentage of the graduate education described above; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. (MUST submit copies of transcripts).
