Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Trainee 1 level:

Either 1. A bachelor's or higher degree in accounting, auditing, or taxation; OR

2.A bachelor's or higher degree with 24 semester credit hours in accounting, auditing, or taxation courses.

Note that courses such as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours.

Trainee 2 level: you must also have:

Either 1. One year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; OR

2.A master's or higher degree in accounting, auditing, or taxation.

For Full Level: you must also have:

Either 1. Two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; OR

2.A master's or higher degree in accounting, auditing, or taxation AND one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis, and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; OR

3.A currently valid Certified Public Accountant license and registration issued by New York State.

Experience NOT considered qualifying are activities restricted to teaching, bookkeeping, maintaining/auditing payroll records or accounts receivable/accounts payable, or preparing tax returns.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Duties Description This position is to perform Disadvantaged Business Enterprise (DBE) Certification work in the Contract Audit Bureau's DBE Certification Unit. Under the supervision of a Compliance Specialist 2 (SG-23) primary duties will include, but not be limited to:

  • Analyzing information related to DBE firms or applicants to determine if DBE eligibility standards are fully met. Information could include: corporate documents, financial records, resumes, contracts, assets and liabilities as reported in Personal Net Worth statements, tax returns, financial statements, annual gross receipts, economic dealings with other firms, affiliations, legal structure, capital investments, lease and loan agreements, payroll records, etc.

  • Verifying the accuracy of information submitted and determining what additional information is needed to make proper determinations;

  • Performing on-site visits to the offices of applicant firms and an on-site visit to job sites as appropriate;

  • Interviewing principal officers and key employees of the applicant firms;

  • Documenting eligibility determination decisions and reasons therefore, and drafting correspondence to firms to communicate these determinations;

  • Responding to inquiries related to DBE certifications and requirements; and

  • Evaluating, and drafting responses to, complaints regarding DBE certification eligibility.

Although not anticipated at this time, needs of the Bureau may require that this position also perform the following duties under an Associate Auditor (SG-23) including, but are not limited to:

  • Performing pre-award evaluations of engineering firms' indirect cost rates;

  • Conducting contract compliance closeout audits of engineering consultant firms, railroads, and utility companies;

  • Preparing narrative reports of audit findings and recommendations; and

  • Discussing audit findings with representatives of the audited entity and participating in exit conferences.

Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.

Additional Comments *For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments.In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
