Job Description and Duties

Under the general direction of the Assistant General Counsel and consistent with good customer service practices, the incumbent provides timely responses to internal clients/external customers, follows through on commitments, solicits and considers the Office of the General Counsel (OGC) and Department of Water Resources (DWR) management teams' input when completing work assignments related to the Sustainable Groundwater Management Act and other groundwater focused policies, laws and regulations.

Attorney Vs are the most experienced, skilled, and qualified staff attorneys in OGC, performing the most difficult and complex legal work, and providing support for the most complex litigation requiring the highest level of expertise. Working with the highest degree of independence and initiative, incumbents at this level are involved in the most difficult and complex legal work, litigation support, and agency decision-making in areas that include innovative theories of law. Attorney Vs provide exclusive expertise in an area of law/regulation overseen by or involving DWR.

Department of Water Resources (DWR) was established in 1956 by the California State Legislature. We manage California's water resources, systems, and infrastructure, including the State Water Project, in a responsible sustainable way.

Desirable Qualifications

  • Able to work cooperatively with a variety of individuals and organizations.

  • Must be able to professionally communicate with and advise DWR executive management, colleagues, and internal and external stakeholders.

  • Must be able to perform with broad discretion and independence with minimum supervision.

  • Knowledge of and experience with civil litigation and rulemaking.

  • Knowledge of and experience with the CA Sustainable Groundwater Management Act.

  • Knowledge of and experience with the State Water Project, and the DWR Sustainable Groundwater Management Office.

  • Knowledge of and experience with the California Environmental Quality Act (CEQA).

  • Knowledge of and experience with CA Water Code and related common law.

  • Should have a technical geologic background.
