Job Description and Duties

Remote-Centered

Teleworking employees may be required to report to their headquarters office location on designated telework days. Travel expenses are not reimbursed, however other authorized transit subsidies do exist for those who qualify.

Reporting to the Assistant Chief Counsel (ACC) and Chief of the Health Equity and Access Office (HEAO), the Attorney V works independently and in a team environment in HEAO. The Attorney V will apply an exceptional level of expertise as the Department's top expert in the field of health insurance and health policy. The Attorney V will be responsible for providing formal, informal, oral, and written legal advice to the Insurance Commissioner, Deputy Commissioner and the ACC on a variety of issues pertaining to the implementation of federal and state health insurance law, and policy issues implicating health equity and access.

Engages in legal and policy work relating to health policy, statutes, legislation, and policy matters regarding the regulation of health insurance, health access, and health equity at the California Department of Insurance (CDI), and the implementation of such legislation, regulations, and policy across CDI. Provides advice and/or counsel to the Commissioner, Deputy Commissioner, ACC, HEAO, the Legislative Office, Health Actuarial Office, and other divisions within CDI. Advises and/or represents the ACC, CDI, and the Insurance Commissioner in hearings, panels and meetings at both the state and national level, including with federal and state agencies, before the State Legislature, and the Governor's office concerning health insurance issues affecting the State of California. Leads a team of Attorneys and staff to draft, analyze, and implement the most complex and difficult health insurance legislation, regulations, reports and public policy matters. As a project leader exercises broad discretion on projects, regulations, and legislation concerning health insurance. Provides legal training and mentorship to other Attorneys, HEAO staff, and other units in CDI.

Working Conditions

  • Requires being in a stationary position, consistent with office work, for extended periods
