The Attorney II will conduct legal research, interpret policies, and prepare and drafts agreements and related documents for assigned and emergent grants as awarded. Additionally, the Attorney II will monitor major changes to laws, guidelines, or regulations especially as it pertains to solar energy in the state for the Solar for All grant. The position will need to learn how the Statewide Strategic Resilience and Risk Reduction Plan guides agency planning. The Attorney II may be asked to prepare opinions involving legislative acts and court decisions. Under general supervision, this position:

  • Supports requests from SC Office of Resilience (SCOR) management about actions with outcomes that may require a legal opinion regarding policy and authority by ordinances, statutes, state laws, federal law, and the Solar for the EPA Solar for All Grant and the EPA Climate Pollution Reduction Grant programs.

  • Prepares, drafts, revises, and/or reviews contract deeds, leases and other legal documents.

  • Assists in developing policies and procedures for SCOR.

  • May be required to maintain logs, files, and documents related to legal elements of resilience planning programs, disaster recovery, and mitigation.

  • Performs all other duties as required and assigned by the supervising attorney.

  • Proposes solutions to issues for suggested legal or legislative action at the local or state levels, related to the Strategic Statewide Resilience and Risk Reduction Plan.

  • Investigates claims and complaints by or against SCOR's programs and recommends actions to be taken.

  • Attends meetings of the SCOR Resilience grants and advisory teams.

  • Prepares and drafts agreements and related documents for state agencies.

  • As needed, attends meeting of the SCOR's management, disaster recovery, mitigation, or resilience planning teams.

Minimum and Additional Requirements

A juris doctor degree or its equivalent from an accredited law school and experience as a practicing attorney required. This position must also be a member in good standing of the SC Bar.

ADDITIONAL REQUIREMENTS:

  • Ability to conduct legal research. Ability to prepare opinions involving legislative acts and court decisions.

  • Knowledge of laws of South Carolina. Knowledge of judicial and quasi-judicial procedures and rules of guidance. Ability to interpret and apply laws in court decisions.

  • Ability to analyze facts, evidence, and legal instruments. Ability to express conclusions and arguments clearly and logically. Ability to plan and direct the activities of legal staff.

  • Must have the ability to communicate effectively. Must have the ability to interpret and apply laws as well as judicial decisions.

  • Must become familiar with SC Office of Resilience statutory authority, §48-62-10, et. seq.

  • Requires a South Carolina Class D driver's license.

Preferred Qualifications

Experience preferred: grant regulation, government procurement processes, land use or development experience, heavy workload management.
