Job Summary

This position is in the Office of the General Counsel (OGC) for the DC Department of Human Resources (DCHR). The mission of DCHR is to provide human resource management services that strengthen individual and organizational performance and enable the District government to attract, develop, and retain a well-qualified, diverse workforce. This position description depicts the general duties and responsibilities of an Attorney Advisor responsible for providing proficient legal advice and representation in the OGC. Legal practice areas include, but are not limited to employment law, personnel and labor relations, administrative law, privacy law, etc.

Duties and Responsibilities

This position requires performing extensive and thorough legal research and providing detailed oral or written advice to DCHR, District agencies, the Executive Office of the Mayor and offices of the City Administrator and Deputy Mayors with respect to legal issues that arise from the performance of official duties. Additional major duties include drafting legal memoranda, legislation, opinions, recommendations, regulations, and policies that will enhance DCHR's mission and programs; analyzing and researching District and federal laws and regulations involving DCHR policies, programs and other employment issues; reviewing and revising documents as needed for legal sufficiency; advising and representing DCHR in matters with the Office of Employee Appeals, the U.S. Equal Employment Opportunity Commission (EEOC), Office of Human Rights and other investigations; reviewing and responding to Freedom of Information Act (FOIA) requests and other document requests; and providing litigation support when needed.

Assists with conducting a continuing review and evaluation of existing District of Columbia and Federal statutes and regulations to determine the need for new regulations or amendments, new administrative and enforcement procedures, and to provide clarification, in instances of ambiguities or conflict with other laws and regulations. Recommends and drafts new enabling legislation and amendments to existing legislation for review and approval, as appropriate. Analyzes proposed laws and amendments to existing laws and the legislative history of federal and District laws and regulations.

Work Environment

The work is primarily performed in a typical office setting.

Education and Experience:

Incumbents must have a law degree (LLB or JD) from an American Bar Association (ABA) accredited law school and have at least two (2) years post J.D. experience, one of which was specialized experience at or equivalent to the LA-11 grade level, or its non-District equivalent. Examples of specialized experience include: advising clients on employee relations/human resource matters; participating in legal proceedings and appearing before administrative bodies such as the EEOC, Office of Human Rights, Office of Employee Appeals; preparation of legal documents for filing by drafting complaints, motions, and supporting affidavits and briefs; conducting investigations to obtain facts; study of legal precedents and preparation of recommendations; etc.

Licensure/Certification and other requirements

The incumbent must be a current member in good standing of the District of Columbia Bar or be eligible for waiver into the bar. The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability - Security Sensitive.

This position is not covered by collective bargaining.

Duration of Appointment: 13-month Term

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
