Required Skills

Summary:

Works closely with procurement managers, subcontract managers and project managers. Provides advice and interpretation of subcontract requirements to site project managers and corporate management. Assists in developing subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services. Prepares bid packages, conducts bidder conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts. Negotiates and coordinates additions, deletions, or modifications to subcontracts. Processes invoice transmittal forms, and assist procurement and/or subcontract managers as required. Provides proposal development and sourcing support.

Essential Job Functions

  • Provide cradle-to-grade processing and administration of assigned subcontracts of low to moderate dollar value, risk, creativity, and complexity in support of corporate office, existing programs and newly awarded ones under supervision.

  • Assists Procurement Manager, Subcontract Manager and Sr. Subcontract Administrator with developing, negotiating, and administering purchase orders and subcontract agreements and executes other aspects of the acquisition process in development of new business proposals and resultant purchase orders/subcontract agreements of low to high dollar value, risk, creativity, and complexity.

  • Have some autonomy for assigned area of responsibility and acts as staff expert for company practices and policies and governing customer acquisition requirements for all procurement acquisition contract activities.

  • Work independently with good problem solving skills, while keeping Business unit and Corporate procurement management updated on the status of their assigned activities.

  • Apply the principles of the FAR/DFAR and other Government Acquisition regulations to the management of subcontract agreements between the Company and suppliers.

  • Support the pursuit of new business by managing subcontractor requests for proposal, negotiating prices with subcontractors, and conducting price analysis to ensure the Company and its end-users are paying realistic and reasonable prices.

  • Develop and maintain positive relationships with project managers and subcontractors.

  • Participates in proposal submission to ensure the pricing team has all necessary documents.

  • Works independently reviewing purchase requests and related documents clarifies all facets of a proposed acquisition to ensure accuracy and completeness.

  • Perform due diligence activities involved in evaluation of potential subcontractors, such as assessment of the subcontractor capabilities, alignment with Company lines of business, and risk profiles.

  • Responsible for negotiating and processing Non-Disclosure Agreements, Consultant Agreements, Professional Services Agreements , IT Service/Maintenance Agreements, and Teaming Agreements.

  • Ensure compliant file documentation on administered purchase orders and subcontracts.

  • Other duties as required.

Required Experience

Knowledge & Skills:

Must have understanding of the government acquisition process

Education & Experience:

Bachelors degree or equivalent and 2-4 years of experience, including experience in a US Government purchasing environment. Three (3) years of CONUS and/or OCONUS procurement experience. Experience in service subcontracts and providing procurement supporting projects at various remote sites.Working knowledge of FAR/DFAR

Understanding of various price analysis techniques

Moderate skill level working with Microsoft WORD & EXCEL

Excellent organizational and communication skills and ability to multi-task, set individual task by assigned priorities and work with minimal supervision

Solid negotiation skills

Must possess a positive and proactive attitude and ability to handle multiple high visibility critical tasks simultaneously

Must have moderate to advanced expertise in procurement systems such as MAXIMO, Costpoint, or similar

Travel: 25%

Security Clearance: Current active Secret Clearance or the ability to obtain one

Summary: Performs accurate and timely administration of complex subcontract awards for materials and services acquired by the company to successfully perform local, state, and federal government projects (primarily OCONUS) and corporate projects. Essential Job Functions: * Participates in pre-procurement planning with internal clients and reviews technical specifications and statements of work to ensure accuracy, compatibility, and consistency with procurement policies, practices, and subcontracting risk mitigation strategies. * Identifies, recruits, and pre-qualifies diverse and non-diverse suppliers and subcontractors. * Prepares solicitation documents (RFPs, IFBs, RFQs, and RFIs) for issuance to prospective bidders and offers. * Coordinates responses to requests for clarification/information, chairs pre-bid/proposal meetings, and participates in pre-bid/proposal site visits. * Receives bids/proposals, conducts bid/proposal openings, and coordinates appropriate distribution to technical evaluators. * Coordinates technical reviews/evaluations of bids/proposals, conducts commercial evaluation and tabulation of bids/proposals, leads price negotiations, and prepares recommendations for subcontract awards. * Prepares and coordinates bilateral execution of subcontracts and modifications by the contracting parties. * Monitors subcontractor status and performance directly and through communication with project management and operations counterparts; coordinates equitable pricing of and agreement on subcontract modifications; and facilitates appropriate resolution of subcontract disputes and subcontractor performance problems. * Develops and maintains subcontract files in accordance with applicable governmental regulations and corporate procurement policies and practices. * Supports business development initiatives and proposal preparation activities including, but not necessarily limited to, assisting in pricing determinations and providing recommendations for utilization of suitable suppliers and subcontractors. * Develops and distributes internal procurement status reports and conducts presentations to management on subcontracting activity. * Participates in diversity business outreach and recruitment functions as requested by the Coordinator, Supplier/Subcontractor Development & Diversity Business Utilization or Director, and Procurement. * Supports preparation and execution of Non-Disclosure Agreements and Teaming Agreements. * Promotes adherence to corporate procurement policies and practices by participating in internal training conducted for employees and responding to inquiries from project management and operations counterparts. * Provides contractual interpretations regarding subcontract language and commercial requirements. * Works with Project Controls and Finance to ensure subcontractors are paid in accordance with executed agreements and works to resolve payment issues. * Reviews procurement files for compliance and assists buyers and junior SCAs in file remediation as required. * Answers Internal and External Data Calls from Government Compliance, DCAA, and DCMA queries.
