PRIMARY PURPOSE:

To provide a proactive developmental guidance and counseling program and maximize the academic, career, and personal growth for students in a state institution for neglected/delinquent children and youth. To provide the same opportunities to meet the same challenging state academic standards that all children in the state are expected to meet; provide neglected/delinquent students with the services needed to make successful transition from institutionalization to further schooling, graduation, or employment; to prevent at-risk youth from dropping out of school and from returning to a correctional facility/institution with the support system to ensure their continued education and involvement of their families and community.

QUALIFICATIONS:

Education/Certification

Master's degree in Guidance and Counseling

TEA Counselor certification

Special Knowledge

Knowledge of guidance and counseling practices and procedures, student appraisals, career guidance,

high school graduation plans, post-secondary education, and curriculum requirements in all grade levels (Elementary, Middle and High School students).

Excellent organizational, communication, and interpersonal skills.

Knowledgeable in all areas of grade reporting, scheduling, attendance, and grade averaging.

Ability to interact with all students and assist in behavior management when needed.

Ability to coordinate campus support operations.

Experience

Three years teaching experience required

MAJOR RESPONSIBILITIES AND DUTIES:

Program Management

  • Implement the Texas Model for Comprehensive School Counseling Program which includes Guidance Curriculum, Responsive Services, Individual Planning and System Supports.

  • Organize and implement a school guidance and counseling program for children and youth while enrolled in the correctional facility.

    • Assist in the transition of the children and youth returning to local schools from correctional facility to ensure that students remain in school/complete their education.
  • Develops, coordinates and continuously evaluates the overall effectiveness of the guidance program.

  • Educates the school staff, parents and community about the guidance services via meetings, school newsletters, and presentations.

    • Coordinate with home schools to conduct orientation sessions and procedures for withdrawal and entry, to ensure a smooth transition back to school.
    • Coordinate dropout prevention programs.
    • Coordinate health and social services for students and families.
  • Compiles, maintains, and files all required reports, records, and documents.

  • Compiles, maintains, and verifies grades/course credits for students transferring into the facility and when re-entering the home school.

  • Is knowledgeable in reading and maintaining students' report cards and Academic Achievement Records (transcripts).

    • Create and assign a class schedule reflecting appropriate courses for students at the correctional facility to ensure continued educational services and instruction.
  • Work closely with all home campuses in Hidalgo county on matters of student schedules, grades, test scores, and other matters related to student records.

    • Maintains records in an efficient manner.

Guidance and Counseling

  • Compile and maintain academic records of students to ensure educational records are transferred and recorded accurately for all students.

  • Teaches the school developmental guidance curriculum that includes social-emotional learning and character education activities.

  • Assists teachers and staff at the correctional facility in the teaching of guidance related curriculum.

  • Guides individuals and groups of students through the development of educational plans and career awareness.

  • Conduct individual counseling sessions with students regarding concerns such as attendance, behavior, grades, social emotional, career planning, etc.

  • Conduct individual and small group counseling sessions with students in need of support.

  • Provide crisis counseling as needed and follow up on administrative and teacher referrals.

  • Counsel special education students as per ARD recommendation based on behavior evaluation scales outcome.

  • Complete counselor portion of special education referral packets.

Consultation and Coordination

  • Consults with parents, teachers, administrators and other relevant in individuals to enhance their work with students.

  • Coordinates with school and community personnel to obtain resources for students.

  • Implements an effective referral process to assist students gain access to special programs and services.

Assessment

  • Participates in the planning and evaluation of campus standardized testing programs.

  • Coordinates and administers student assessments (TELPAS, STAAR/EOC, STAAR Alt).

  • Interprets tests and other appraisal results appropriately.

  • Interpret and distribute test results to student and their parents.

  • Complete behavior evaluation scales for special education counseling referrals.

Administration

  • Comply with policies established by federal and state law, State Board of Education, and boardpolicy in guidance and counseling.

  • Comply with all district and correctional facility routines and regulations.

  • Maintain a positive and effective relationship with supervisors.

  • Communicate effectively with colleagues, students, probation officers, and licensed professional counselors.

  • Participate in the development of class schedules and teacher assignments and revise as needed.

  • Monitor student attendance and request assignments as needed.

  • Provide counseling documentation for Special Education SHARS program reimbursement.

  • Coordinate and implement credit recovery for attendance purposes.

  • Comply with all district and campus routines and regulations.

  • Participates in professional staff development to improve skills related to job assignment and to keep updated with developments in education.

  • Performs all duties in a safe manner to avoid injury to oneself and/or to others.

  • Performs other related duties as assigned.
